June 5, 1956
A regular meeting of the City Council held this day convening at the hour of
7:30 P. M. with 1"ayor woods presiding. Roll call showed the following present:
Alderman Sebree, Lundry, Swick, Smith, Miller, Coleman, Turner, Staley, Cook,
Jennings and Hill. Absent: Alderman Duncan, Skinner and ''ink.
Minutes of the previous meeting were read and stoo&approved as read.

It was moved by Alderman Stal seconded by alderman Smith the Zlectro-nust-

The following monthly reports were submitted and on oration of alderman "mith,
seconded by Alderman Landry, accepted and ordered filed: Police Department;Bldg. "am;
Street Supt; City Lngineer; Water Treatment plant; Sewage Treatment plant; Plumbing
Inspector; Water & Sewer Dept; .
Request of the Junior Chamber of Commerce to hold tag day on June 30th, for the
benefit of the Junior-Senior Night-Hawk League, was on motion of Alderman Jennings,
seconded by Alderman Smith, granted by a viva voce vote.
Resignation of John Taylor as plumbing inspector effective June 8th, was accented
by Mayor Woods. The Mayor submits the name of Harold White to serf$ as Plumbing
Inspector for approval by the Council. It was moved by Alderman Staley, seconded by
Alderman Cook, to approve the appointment. Roll call vote; aye: Alderman Sebree,
Landry, Swick, Smith, Miller, Coleman, Turner, Staley, �bok, Jennings and Hill.
NAY: None. AYE-11
Request of the president of the Local 1357 UAW-CIO, that the Aayor and council
take a definite position to support the surplus food program, was presented. It
was moved by Alderman gook, seconded by Aldeman 'kennings the Council and Mayor
endeavor to assist in this achievement and the motion carried by unanimous roll call
vote.
Alderman Landry moves, seconded by Alderman Hill, the Police Department be
authorized to purchase the second police car on rental basis from the Lock Motor
Co. at a cost of payments of $680.00 per month, and the present car be traded in.
Roll call vote: AYE: Alderman Sebree, Lundry, Swick, Smith, Miller, Uoleman, Turner,
Staley, Jennings and Hill. NAY: Alderman Cook. AYE:-10; NAY-1.
An"Ordinance providing for the Local Improvement of certain portions of North
Ave "C" and West Elm Street, designated as Canton Paving Improvement No.55-D" was
read the first time. It was moved by Alderman Smith, seconded by Alderm n Jennings
to suspend the rules. Roll call vote: AYE: Alderman Sebree, Landry, Swick, Smith,
Miller, Coleman, Turner, Staley, Cook, Jennings and Hill. It was then moved by
Alderman Smith, seconded by Alderman Hill, the Ordinance be placed on its passage.
Roll call vote: AYE: Alderman Sebree, 'unary., Swick, Sm`..th, Miller, Coleman, Turner,
Staley, Cook, Jennings and Hill. NAY: None. AYE:-11; NAY-0. The chair declared
the motion carried and Ordinance passed, being Ordinance No.277.
An Ordinance entitled "Annual Appropriation Ordinance 1956-1957"was read the
first time.
An Ordinance "Providing for the Taking of a Census of Quality Hill Addition"
was read the first time. It was moved by Alderman Smith, seconded by Alderman
Cook, to suspend the rules. Roll call vote: AYE: AldermanSebree, Landry, Swick,
Smith, t°tiller, Coleman, Turner, Staley, Uook, Jennings and Hill. NAY: None.
It was moved by Alderman Smith, seconded by Alderman uoleman, to place the
Ordinance on its passage. Roll call vote: AYE: Alderman SebreegLu.ndry, Swick, Smith,
Miller, Coleman, turner, Staley, "ook, Jennings and Hill. NAY: None. AYE:-11;NAY-0.
The chair declared the motion carried and Ordinance passed, being Ordinance No.
The klayor appoints Mrs. Annabelle Ellis as Census taker for Quality Hill Addition.
It was moved by Alderman Smith, seconded by Alderman-Jennings to confirm the appointment.
Roll call vote: AYE: Alderman Sebree, 1'undry, Swick, Smith, Miller, Coleman, 'turner,
Staley, U ook, Jennings and Hill. NAY: None. The Chair declared the motion carried.
It was moved by Alderman Coleman, seconded by Alderman Smith, if the Zoning
Ordina me be passed, that an Ordinance be drafted requiring this Zoning `ordinance be
published in phamplet forml-Ad the motion carried by a viva voce vote.
Alderman Staley moves, seconded by Alderman Coleman, the Clerk dispense with the
reading of the "rdinance on Maps, Plats and Subdivision Code, and Ordinance on Zoning,
also the Comprehensive Flans. Roll call vote: AYE: Aldermsn Sebree, Landry, Swick,
Smith, Miller, 'olem,an, Turner, Staley, Uook, Jennings and hill. NAY: None.
Alderman Coleman moves, seconded by Alderman Staley2 to suspend the rules on
Ordinance entitled "Maps.. Plats and Sub-Division Code". Roll call vote: AYE: Alderman
Sebree, Landry, Swick, Smith, Miller, k'oleman, burner, Staley and Hill. NAY: Alderman
Cook and Jennings. AYE:-9; NAY-2. The chair declared the motion carried. It was moved
by Alderman Staley, seconded by Alderman "oleman, to lace the ordinance on its passage.
Roll call vote: AYE: Alderman Sebree, Landry, Swick, zith, Miller, Coleman, Turner,
Staley and Hill. NAY: Alderman Oook and `Jennings. AYE-9; NAY-2. jhe chair declared
the motion carried and Ordinance passed , being rdinance No.279.

entitled "Zoning Ordinance". roll call vote: AYE: Alderman Sebree= Landry, Swick, omith,
I'tiller, Coleman, Turner, Staley and Hill. NAY: Alderman Cook and dannings. It was
moved by Alderman Smith, seconded by Alderman Coleman to place the ordinance on its
passage. Holl call vote: AYE: Alderman Sebree, Landry, Swick, Smith, Miller, Uoleman
Turner, Staley and Hill. NAY: Alderman Cook and Jennings. AYE-9; NAY-2. The chair
declared the motion carried and Ordinance passed, being "rdinance No. 280.

A regular meeting of the City Council held this day convening at the hour
of 7:30 P. M. with Mayor Woods presiding. Roll call showed the following present :
Alderman Duncan, Sebree, "undry, Swick, Smith, Miller, Skinner, Tink, Coleman,
Turner, Staley, Cook and Jennings. Absent: Alderman Hill.
Minutes of the previous meeting were read and stood approved as read.
Request of the Hartester Club Girls to hold ice-cregm social in Jones Park
on June 29, 1956, was on motion of alderman Smith, seconded by Alderman Duncan,
granted.
Request of Mr. Casey, for use of the Square for the annual Recreation
Program on July 6th, was on motion of Alderman Jennings, seconded by Alderman
Sebree, granted.
It was moved by Alderman "undry, seconded by Alderman Staley, to transfer
one Police car to the Fire Department, instead of trading it in. Roll call vote:
AYE: Alderman Duncan, Sebree, Lundry, Swick, Smith, Miller, Skinner, Tink,
Coleman, Turner, Staley, Cook, Jennings. NAY: None.
Alderman Duncan moves, seconded by Alderman Lundry, the,Plerk advertise
for bids for repainting the Council room and city offices- �ids 'to"be received
and opened July 33 and the motion carried by a viva voce vote.
It was moved by Alderman Jennings, seconded by Alderman Lundry, that John
Morgan be sent to traffic school, as so named by the Mayor, and the motion carried
by a viva voce vote.
Ordinance entitled "Annual Appropriation 1956-1957" was read the second time.
It was moved by Alderman Smith, seconded by Alderman Coleman to place the Ordin-
ance on its passage. Roll call vote: AYE: Alderman Duncan, Lebree, Lundry,
Swick, Smith, Miller, Skinner, Tink, Coleman, Turner, Staley, Cook, Jennings and
Hill. NAY: None. AYE-13; NAY-0. The chair declared the motion carried and the
Annual Appropriation Ordinance 1956-1957 passed, being Ordinance No.281.

An Ordinance entitled "An Ordinance Authorizing and Providing for the Publi-
cation in Pamphlet Form of an Ordinance Relating to Maps, Plats and Sub-Divisions
Code of Canton, Illinous and Contiguous Area" was read the first time. It was
moved by Alderman Lundry, seconded by Alderman Coleman to suspend the rules re-
quirirg the second reading of the Ordinance. Roll Call vote: AYE: Alderman
Duncan, Sebree, "undry, Swick, Smith, Miller, Skinner, Tink, Coleman, Turner,
Staley, Cook and Jennings. NAY: none.' It was then moved by Alderman Miller,
seconded by Alderman Turner to place the Ordinance on its passage. Roll call
vote: AYE: Alderman Duncan, Sebree, Lundry, Swick, Smith, Miller, Skinner, Tink,
Coleman, Turner, Staley, Cook, Jennings. NAY: None. The chair declared the
motion carried and Ordinance passed, being Ordinance No. 282.
An Ordinance entitled "An Ordinance Authorizing and Providing for the
Publication 'n Pamphlet Form of an Ordinance Relating to Regulating and Restrict-
ing the Location, Construction and Use of Buildings, Structures, and the Use of
Land in the City of Canton, Illinois, and for said purposes dividing the City
into Districts" was read the first time. It was moved by Alderman Lundry,
seconded by Alderman Coleman to suspend the rules. Roll call vote: AYE:ALderman
Duncan, Sebree, Lundry, Swick, Smith, Miller, Skinner, Tihk, Coleman, Turner.,
Staley, Cook and Jennings. NAY: None.
