M. with Mayor Woods presiding. boll call showed the following present: Alderman Sebree, Duncan, Moore, Lundry, Smith, Linder, Skinner, Tink, Coleman, Cook, Staley and Klobuchar. Absent: alderman Miller. Minutes of the previous meeting were read and stood approved as read. Petition signed by property owners on S. 5th Avenue, objbcting to parking on the west side of Fifth Avenue from Locust St. to Linn St., was on I,iotion of Alder- man Skinner, accepted and placed on file, which motion was seconded by Alderman Linder, and carried by a viva voce vote. 'd be allowed and paid when funds are avail.:ble, and the motion carried. The following monthly reports were submitted: Water & Sewer Dept; Waiter l'reatment plant; Sewage plant; City Engr; St. Supt; Bldg. �'om; Plumbing Insp. and Chief of Police. It was moved by Alderman Skinner, seconded by Alderman Coleman, to accept the reports and place on file. It was moved by Alderman Linder, seconded by 11derman Skinner, the "oard of Local Improv. meet with property owners on 5. 5th Ave. and Linn Street, and try to figure something out on the arkin p g situation on those streets, and the motion carried by a viva voce vote, 2 The City Attorney informs the council in order to establish a volunteer Fire Dept. it would be required that a petition be filed calling a special election for same, petition signed by at least 10% of persons voting at the last Municipal election. Alderman Miller Comes in. Ordinance "Prohibiting parking vehicles on N. side of Locust Street from Main to N. Third Avenue" and prohibiting parking of vehicles on either side of Locust from 3rd. Ave. to 5th.Ave." was read the first time. It was moved by Alderman Linder, seconded by Alderman Skinner, the Board of Local Improvements meet with property owners before passage of the "rdinance, and the motion was defeated by the following vote: AYE: Alderman Linder, Skinner, Coleman and Cook. NAY: Alderman Sebree, Duncan, Moore, Lundry, Miller, Smith, Tink, Staley and Ilobuchar. AYE-4; NAY:-9. Ordinance "Prohibiting parking on East side of -Fifth -ve. from Locust to Linn" was read the first time. It was moved by Alderman Linder, seconded by Alderman Cook, totable the Ordinance until theBoard of ''oval Improvements meets with property owners, and the motion carried by the following vote: AYE: Alderman Duncan, Lundry, Linder, Skinner, Tink, Coleman, Cook. NAY: Alderman Sebree, Moore, Miller and Smith, Staley and nlobuchar. AYE:7; NAY-6. 'jhe chair declared the motion carried. Alderman Tink is excused. It was moved by Alderman Sebree, seconded by Alderman Duncan, to suspend the rules on Ordinance "Prohibiting parking on Locust Street". Roll call vote: AYE: Alderman Sebree, Duncan. NAY: Alderman Moore, Lundry, Pliller, Smith, Linder, Skinner, Coleman, Cook, Staley, Klobuchar. AYE:-2; NAY-10. It was moved by Alderman Staley, seconded by Alderman smith, the City en#er into agreement with 1"filler Const. Co. for black-topping the brick sidewalks in Jones Park, not to exceed the sum of $500.00, and the motion carried by unamaimous roll call vote. Alderman Smith moves, seconded by Alderman bebree, the City Attorney write the County Board, Road & Bridge committee, regarding the necessary repairs to Vine Street and Walnut street bridges, and the motion carried by a viva voce vote. Alderman Miller moves, seconded by Alderman Klobuchar, an Ordinance be prepared placing stop .signs at Walnut and Ave. D, making Walnut St. a thru-street, and the motion carried by a viva voce vote. Alderman Miller moves, seconded by Alderman "lobuchar, an Ordinance be prepared Placing "Yield-Right-of-Way" signs at Chestnut and Ave. D, and the motion carried by a viva voce vote. Alderman Cook moves, seconded by alderman Staley, an Ordinance be prepared placing Stop signs at 6#h & Pine St., making -=ine Street thru street, and the motion carried by a viva voce vote. Alderman Klobuchar moves, seconded by Alderman 1"oore, an Urdinance be prepared eliminating parking on the N. side of Ash, from "ain to live. A, and the motion carried. Alderman Smith moves, seconded by Alderman Dunca, the B oc G. committee obtain a new clock for the Council room, and the motion carried by a viva voce vote. Request of the Graham Hospital Auxillary for permission to have Tag-day in Nov. was on motion ofAlderman Linder, seconded by Alderman Smith, granted. Communication from the State Sanitary dater Board, advised that the-odors near Canton sewage plant were not coming from the Sewage Plant, but rather from intercepting sewer on Ave. D. It was moved by Alderman Linder, seconded by Alderman Duncan, to accept the communication and place on file. On motion of Alderman Smith, seconded by Alderman Linder, the meeti adjourned. kA ity r 5
