July 6, 1954
A regular meeting of the City Council held this day convening at the hour of
7:30 P. M. with Mayor woods presiding. Roll call showed the following`present:
Alderman Sebree, Duncan, Moore, Lundry, Miller, Smith, Linder, Skinner, Tink, Cole-
man, Cook, Staley and hlobuchar. Absent: None.
Minutes of the prefious meeting were read and stood approved as read.
Request of the Eagles Lodge to conduct a Derby on Wheels on Dean Court, Sept.
12th, was on motion of Alderman Duncan, seconded by Alderman Tink, granted.
Dr. Ritter, President of theFulton County Dental Society, addressed the coun-
cil in regard to fluoridation of the city water supply, stating that the Lantal
Society and Medical Society of Fulton County, approved same.
A petition was submitted for installation of a four-way Stop sign to be in-
stalled at N. 11th and East Ash Street. It was moved by Alderman Klobuchar, secon-
ded by Alderman Miller, that an Ordinance be prepared, providing for a two-way
stop with Ash street being the thru street, and the motion carried by a viva voce
vote.

Treas. of Fire De-, t. It was moved by Alderman L)mith, seconded by Alderman "oore, to
accept the reports and place on file.
Communication from Attorney Geo. Proctor, requesting refund of fine of x$15.40
paid by Earl Weaver, was on motion of Alderman Miller, seconded by Alderman Sebree,
referred to the Legal & Police Committee and City Attorney.
Ordinance entitled "Annexation of Wallace Park property" was read the second time.
It was moved by Alderman Moore, seconded by Alderman Smith to place the Ordinance on
its passage. Roll call vote: AYE: Alderman Sebree, Duncan, Moore, Lundry, Miller,
Smith, Linder, Skinner, Tink, Coleman, Cook, Staley and nlobuchar. NAY : None. The
chair declared the motion carried and Ordinance passed, being Ordinance No.214.
The "Annual Tax Levy Ordinance" for the Fiscal Year 1954-1955" was read the first
time. It was moved by Alderman Moore, seconded by Alderman Smith to suspend the rules
requiring the second reading of the Ordinance. Roll call vote: AYE: Alderman Sebree,
Duncan, Moore, Lundry, Miller, Smith, Linder, Skinner, T ink, Coleman, Cook, Staley and
Klobuchar. NAY: None. It was moved by Alderman Moore, seconded by Alderman Smith, to
place on its passage Ordinance entitled "Annual Tax Levy Ordinance for the Fiscal Year
1954-1955". Roll call vote: AYE: Alderman Sebree, Duncan, Moore, Lunc'ry, Miller, 6mith,
Linder, Skinner, Tink, Coleman, Cook, Staley and Klobuchar. NAY: None. The chair
declared the motion carried and Ordinance passed, being Ordinance No. 215.
Ordinance entitled "Ordinance regulating traff ice on E. Myrtle St. from 1st Ave. to
5th Ave." was read the first time.
Ordinance entitled "Salary-Alderman" was read the first time.
Ordinance entitled "Mrdinance to Introduce Fluoride in City Water System" was read
the first time.
On motion of Alderman Smith, seconded by Alderman Duncan, the Chairman of the
Finance Committee, Alderman Moore, was voted to act as Mayor Pro-tem in the absence of
Mayor Woods at the next meeting.
It was moved by Alderman Coleman, seconded by Alderman Cook, to extend the contract
of the W. L. Miller Const. Co., $10,000 for oiling of city streets, and not to exceed
that amount. Alderman Skinner moves, seconded by Alderman Tink, to amend the motion
that all streets that were oiled two years, eXcept those being resurfaced, be oiled.
Roll call vote on the amendment: AYE: Alderman Linder, Skinner, Tink, Coleman and Staley.
NAI4: Alderman Sebree, Duncan, Moore, Lundry, Miller, Smith, Cook and Klobuchar. The
chair declared the motion lost. Roll call vote on the original motion: AYE: Alderman
Sebree, Duncan, Moore, Lundry, Miller, Smith, Linder, Skinner, T ink, Coleman, Cook,
Staley and Klobuchar. NAY: None. The chair declared the motion carried.
Bids advertised for this daj&e on a 2 ton Truck for the Water department were opened
and readlas follows:

On motion of Alderman Moore, seconded by Alderman Coleman, the bids were referred
to the Sewer & Water Committee to report back at the next meeting, and the motion
carried by a viva voce vote.
It was moved by Alderman Coleman, seconded by Alderman Klobuchar, the City Clerk
advertise for bids on a new Street Sweeper, with a trade in of the old Sweeper, bids
to be received and opened at 7:30 P. M. July $0, and the motion carried by unanimous
roll call vote.
It was moved by Alderman Cook, seconded by Alderman Sebree, the City Olerk adver-
tise for bids on a new Garbage Dept. truck, with a trade-in of the old one, bids to
be received and opened at 7:30P.M., July 20, and the motion carried by unanimous roll
call vote.
Alderman Staley moves, seconded by Alderman Skinner, that no water and sewer
permits be issued for service outside the city limits. Roll call vote: AYE: Alderman
Skinner, Tink, Cook and Staley. NAY: Alderman Sebree, Duncan, Moore, Lundry, Miller,
Smith, Linder, Coleman and Klobuchar. The chair declared the motion lost.
On motion of Alderman Moore, seconded by Alderman Lu ndry, the meetin adjourned.
