February 16, 1951
A regular meeting of the City Council held this day convening at the hour of
7:OOF.M. with Mayor 'roods presiding. Roll call showed the following present:
Alderman Sebree, Duncan, Moore, Lundry, Miller, Linder, Skinner, Tink, Coleman,
Cook, Staley, Klobuchar and Puskarich. Abs;�nt: Alderman Smith.
Minutes of ':he previous meeting were read and stood approved as read.
Resolution for installation of 1-2500 Luman Overhead lamp, at Ave. B & Railroad
by the C. I. F'. 6. Co., was on motion of Alderman Linder, seconded by Alderman
Skinner, adopted by the following vote: AYE: Alderman Sebree, Duncan, Moore, Lundry,
Miller, Linder, Skinner, Tihk,Coleman, Cook, Staley, Klobuchar and Puskarich.
Resolution requesting the C. I. P. S. Co. to install 1-2500 Luman overhead
lamp at End of Vandyke Drive, was on motion of Alderman Lundry, seconded by Alder-
man Moore, adopted by the following vote: AYE: Alderman Sebree, Duncan, Moore,
Lundry, Miller, Linder, Skinner, Tink, Coleman, Cook, Staley, Klo:,uchar and
Puskarich.
Ordinance "Through Street-E. Ash St. from 5th Ave. to 8th Ave." was read
for the first time. It was moved by Alderman Aoore, seconded by Alderman Klobu-
char, to suspend the rules, re,uiring the second reading of the Ordinance. Roll
call vote: AtiT: Alderman Sebree, Duncan, 11,loore, Lundrg , Miller, Linder, Skinner,
Tink, Coleman, Co,)k, Staley, Klobuchar and ruskarich. NAY: None. The chair
declared the motion carried. It was moved by Alderman Moore, seconded by Alder-
man F',,skarich, to place the Ordinance on its passage. Roll-call vote: AYE:
Alderman Febree, Duncan, Moore, Lundry, Miller, Linder, Skinner, Tink, Coleman,
Cook, Staley, Klobuchar and Puskarich. NAY: None. The chair declared the motion
carried and Ordinance passed, being Ordinance No-195.
Ordinance "Cost of Tapping, Permit" was read for the first time.
Ordinance "Annexation of Certain Territory to the City of Canton" was read
for the first time.
A report from the Water & Sewer Committee, recommending the installation of
a Billing Machine in the Water Department, was accepted andordered filed, on
motion of Alderman Moore, seconded by Alderman Duncan, with the request that
representatives of various machines be invited to demonstrate their machine to
the Council, and the motion carried unanimously.
Request of the Evangelical Fellowship Churches in the City for permission
to use South nark for church services for about two weeks beginnine June lath,
was on motion of Alderman Moore, seconded by Alderman Sebree, granted by unanimous
viva voce vote.
After considerable discussion on plans for Zoning and Planning, it was moved
by Alderman Moore, seconded by Alderman Duncan, the City expend up to $300.00 for a
preliminary estimate. Roll call vote: AYE: Alderman Sebree, Duncan, Moore, Lundry,
Miller, Linder, Skinner, Tink, Coleman, Cook, Staley, nlobuchar and Puskarich.
NAY: None.
It was moved by Alderman Duncan, seconded by Alderman L:-nder, the Mayor and
Chief of Police, be authorized to name a Dog hatcher, who would be under the super-
vision of the Chief of Folice, and the motion carried by unanimous roll call vote.
The Mayor appoints, for approval b;, the Council, Thomas -'feller to serve as Dog-
catcher. It was moved by Alderman Duncan, seconded by Alderman Linder, to approve
the appointment. Roll call vote: AYE: Alderman Sebree, Duncan, Moore, Lundry,
Miller, Linder, Skinner, Tink, Coleman, Cook, Staley , Klobuchar and ruskarich.
It was moved by Alderman Staley, seconded by Alderman Linder, to bring off
the table Lease for ground at the Sewage Disposal Plant, and the Mayor and Clerk
be authorized to enter into contract with H. xussell Reed, for lease of this
ground, with the provision that all crops raised on such premises, be weigh6d
at the City Scales when sold. Roll call vote: AYE. Alderman Sebree, Duncan,
Moore, Lundry, Miller, Linder, Skinner, Tink, Coleman, Cook, Staley, Klobuchar
and ruskarich. NAY: None.
It was moved by Alderman Coleman, seconded by Alderman vloore, the City Clerk
be authorized to advertise for bids on C-6 for use )n Streets, bids to be opened
March 16th, at 5:00 P.M., and the motion carried by unanimous roll call vote.

Alderman Moore reports on a meeting with the Junior Chamber of Commerce re-
lative to their offer for furnishing a flasher light to be installed at First Ave.
and Elm Street, with the City raying for the installation. Also that the Junior
Chamber of Commerce were interested In taking charge of keeping the garbage cans
on the Square in good and'pxesentable condition. It was moved by Alderman Moore,
seconded by Alderman Cook, the council accept their offer for furnishing a flasher
lite, to be installed by the City. Roll call vote: AYE: Alderman Sebree, Duncan,
Moore, Lundry, Aliller, Linder, Skinner, Tink, Coleman, Cook, Staley, Klobuchar and
I=uskarich. NAV: None.
It was moved by Alderman Miller, seconded by Alderman Coleman, ',he Junior
Chamber of Commerce b-� granted permission for the upkeep of garbage containers on
the Square, and the motion carried by a viva voce vote.
On motion of Alderman Staley, seconded by Alderman Skinner, the meeting ad-
journed.
