December 17, 1953
A regular meeting of the City Council held this day convening at the hour of
7:00 r. M. with Mayor Woods presiding. Roll call showed the following present:
Alderman Sebree, Duncan, Moore, "undry, Miller, Linder, Skinner, Tink, Coleman,
Cook, Staley, Klobuchar and Puskarich. Absent: Alderman Smith.
Minutes of the previous meeting were read and stood approved as read.
Communication from Cti,tef of Police James F. Smith, requested to be relieved
of his duties as Chief of Police the 1st of #anuary, 1954, as the Police tension
Board had found him to be disabled. It was moved by Alderman Klobuchar, seconded
by Alderman Cook, this request be granted with reluctance. Roll call vote was
unanimous.
Ordinance entitled "Annexation of certain territory to the City" was read for the second time. It was moved by Alderman Puskarich, seconded by Alderman Klobuchar,
to table the ordinance for the time being. Roll call vote: AYE: Alderman Sebree,
Duncan, Moore, Lundry, "filler, Linder, Skinner, Tink, Coleman, Cook, Staley,
. . Klobuchar and Fuskarich. NAY: None. The chair declared the motion carried.
Ordinance entitled "Appointment of Chief of r1lice" was read for the second
time. It was moved by Alderman Moore, seconded by Alderman 4iller, to table for
further consideration. Roll call vote: AYE: Alderman 6ebree, Duncan, Moore,
Miller, Skinner, Tink, Cook and Klobuchar. NAY: Alderman Lundry, Linder, Coleman,
Staley and Puskarich. The chair declared the motion carried.
Ordinance entitled "Excavation Permit" was read for the first time.
Ordinance entitled "Office Created-Mechanic" was read for the first ti*e. It
was moved by Alderman Puskarich, seconded by Alderman Linder, to suspend the rules
requiring the second reading of the Ordinance. Roll call vote: AYE: Alderman Sebree,
Duncan, Moore, Lundry, Miller, Linder, Skinner, Tink, Coleman, Cook, Staley, Klobuchar
and Puskarich. NAY: None. It was moved by Alderman Linder, seconded by Alderman
Puskarich, to place the ordinance on its passage. Roll call vote: AYE: Alderman
Sebree, Duncan, Moore, Lkundry, Puller, Linder, Skinner, Tink, Coleman, Cook, Staley,
Klobuchar and Puskarich. NAY: None. The chair declared the motion carried and
Ordinance passed, being Ordinance No.192.
Ordinance entitled 11 Appointed Chief of Folice need not be a member of rolice
Department" was read for the first time. It was moved by Alderman Klobuchar, seconded
by Alderman Sebree to table the Ordinance. Roll call vote: AYE: Alderman Sebree,
Duncan, Moore, Lundry, Miller, Linder, Skinner, Tink, Coleman, Cook, Staley,
Klobuchar, and Puskarich. NAY: None. The chair declared the motion carried.
The Mayor submits the name of Aruthr Jr. Knowles as City Mechanic. It was
moired by Alderman Moore, seconded by Alderman Skinner, to confirm the appointment.
Roll call vote: AYE: Alderman Sebree, Duncan, iIoore, Lundry, Miller, Linder, Skinner, ;
Tink, Coleman, Cook, Staley, Klobuchar and Puskairh. NAY: None.
Alderman Lundry is excused.
The Mayor names to the canvassing board to canvass the election of Dec. 1 1,53
Alderman Moore, Sebree and Staley. The council recessed for the canvass. Upon re-
convening the following report was submitted by the canvass board.

We, the undersigned canvass board have canvassed the returns of the Iludicial hlection
held Dec. 15, 1953 and find that Ezra J. Clark received 127 voted for City Judge and
Francelle Larson received 115 voted for Chrk of City Court and were duly elected to
their respective offices.

It was moved by Alderman Miller, seconded by Alderman Skinner, to declare the
report of canvass board approved. Roll call vote: AYE: Alderman Sebree
Duncan, Moore, ;
Miller, Linder, Skinner, Tink, Coleman, Cook, Staley, Klobuchar and Puskarich. NAY:None.`
The chair declared the motion carried and canvass a--proved and accepted.

Mr. Kamlager addressed the council in behalf of electricians in the City,
requesting that an Jrdinance be passed which would follow in line with the '"ational
Electrical Code. It was moved by Alderman Moore, seconded by Alderman Alobuchar,
that the Ordinance committee and City Attorney meet with the electrical contractors
of the city and see what form of Ordinance might be drafted to meet with the approval
of the Council, and the motion carried by a viva voce vole.
On motion of Alderman Moore, seconded by Alderman Cook, the meeting then
adjourned.
