May 22, 1953.
An adjourned meeting of the City council of May 19th, convened at the hour of
7:30 r . M. with Mayor woods presiding. Roll call showed the following present:
Alderman Sebree, Duncan, Moore, "und.ry, Miller, Smith, Linder, Tink, Coleman, 'ook,
Staley, nlobuchar, Puskarich. Absent: Alderman Skinner.
Mr. Murphy of Crawford, "urnhy & Till_y Engineers, addressed the council on his
findings on checking the bids submitted on the waterworks improvements and recommen-
ded the award of the contract to the lowest responsible bidder, G. E. '41_Iman Co. of
Centralia, Illinois. The Mayor stated, when questioned, he would abide by the
engineers recommendation in accepting bid of the Cr. L. T i_llman Co., if the council
so annroved. After considerable uestioni_ng and discussions pro and con, it was
moved by Alderman Linder, seconded by Alderman "taley, to accept the recommendation
of the L,gineers, and accent the bid of the low bidder, G. E. 'Tillman Co. "oll call
vote: A"E: Alderman 6ebree, Duncan, Moore, 1iundry, ""iller, Smith, Linde, Tink,
l Coleman, Cook, Staley, Klobuchar and ruskarich. NAY: None. The chair declared the
motion carried. It was moved by Alderman Moore, seconded by Alderman Sebree, the
Mai-or and City Clerk be authorized to enter into contract with the U. E. jillman Co.
at a total bid of $134,300.00. Roll call vote: AYE: Alderman Sebree, Duncan,
--t Moore, Landry, 'Filler, Smith, Linder, Tink, Coleman, Cook, Staley, Klobuchar and
Yuskarich. NAY: None. The chair declared the motion carried.
On motion of Alderman Moore, seconded by Alderman nlobuchar, it was voted to
return Bid-Bonds to the unsuccessful bidders on the waterworks improvement, by a
unanimous roll call vote.
On recommendation of the Buildings and Grounds committee, it was moved by
Alderman Moore, seconded by Alderman Duncan, to grant the Free Methodist Church, the
use of South Park for revival meetings during the summer, with the understanding they
are to keep it cleaned up, and to pay for re-seeding same at the end of the season.
Roll call vote:SAYE: Aldermsn Bebree, Duncan, Moore, Lund.ry, Miller, bmith, Linder,
Tink, Coleman, ook, Staley, Klobuchar and ruskarich. NAY: None.
It was moved by Alderman Linder, seconded by 'ilderman Staley, to accept the low

motion lost.
It was moved by Alderman Klobuchar, seconded by Alderman Sebree, the city accent
the bid of Rockwell Mfg. Co. for 200 water meters. Roll call vote: AYE: Alderman
Sebree, Moore, Lundry, °filler, i'ink, Coleman, Cook, Klobuchar and Fuskarich. NA`_! :
Alderman Duncan, Smith, Linder and Staley. AYE:-9; NAY-4. The chair declared the
motion carried. It was moved by Alderman Moore, seconded by Alderman Cook, the
Mayor and City Clerk enter into contract with the Rockwell Mfg. Co. for 200 meters,
if the action is approved by the City Attorney. 'loll call vote: AYE: Alderman Sebree,
Duncan, Moore, Lundry, 14iller, Smith, Linder, 'fink, Coleman, book, Staley, Klobuchar
and Puskarich. NAY: None. AYE-13; NAY-0. The chair declared the motion carried.
Alderman Duncan, chairman of the t'olice committee, requested, that if possible,
the police department be granted permission to use one of the auxiliary police, for
regular police Duty, during vacation periods beginning June lst. t was moved by
Alderman Moore, seconded by Alderman Duncan, to leave the matter in the hands of the
Legal and Police committee, to work out as they think best, and the motion carried
by unanimous roll call vote.
On motion of Alderman Moore, seconded by Alderman Klobuchar, the meeting then
adjourned.
