A regular meeting of the Canton City Council was held on August 2nd ,
1983 in Council Chambers .

Mayor Edwards asked for roll call at 6 : 30 p .m. Present : Aldermen
Kovachevich , Hammond , Savill , Sarf-F, Workman , Carl , May , Horr .
Absent : None .
j MINUTES OF JULY 19th , 1983 MEETING . Motion by Alderman Savill ,
second by Alderman Sarff, the minutes cf July 19th meeting be
accepted and placed on file . Voice vote , motion carried .

Motion by Alderman Savill , second by Alderman Horr , the purchase
of a police car from Orlando Park Dodge in the amount of $8 ,925 . 00

Council Action
Motion by Alderman May , second by Alderman Savill , the purchase
of water meters at a cost of $2 , 100 . 00 for Fairview Heights and
at the staff ' s decision as to when to order the meters . Roll
call . AYES : Aldermen Kovachevich , Hammond , Savill , Sarff ,
Workman , Carl , Pray , Horr. NAYS : None . Motion carried . 8 ayes
0 nays 0 absent .
PUBLIC HEARING - PROPOSED TAX LEVY - 7 : 00 p .m. - Motion by
Alderman Kovachevich , second by Alderman May to adjourn the
regular meeting and conduct a public hearing . Voice vote ,
motion carried . Purpose of the public hearing : concerning
the proposed tax levy of the City of Canton .
a CITIZENS : There was no citizen input .
COUNCIL : No one on the council gave oral or written comments .
Motion by Alderman Savill , second by Alderman Sarff to adjourn
the public hearing and reconvene in regular meeting . Voice
vote , motion carried . Public hearing adjourned at 7 : 01 p .m.
. COMMUNICATIONS FROM DAVE DORGAN - BUDGEW COMMUNITY DEVELOPMENT
DIRECTOR . Presented a proposal for various secretaries . We ' ve
had some trouble staffing various committees . There would be
paid days of corip time . Several questions were asked concerning
the days of comp time . Motion by Alderman Sarff , second by
Alderman Savill , this proposal be sent to the Negotiations ,
Grievance & Personnel Committee . Voice vote , motion carried .

Tom Homer, State Representative , was recognized from the
audience by Mayor Edwards .
Received a letter from Harold Benedict , the union representa-
tive . Harold wants us to look into an arbitrator , as we are
to the arbitration stage on the lay-off grievance . There are
two ways we can do this . We can hire one or go through the
State Labor Department. A paid arbitrator is $250 . 00 a day {
plus expenses .
Motion by Alderman Sarff , second by Alderman Kovachevich , we
go to the state for an arbitrator. Discussion . Mayor Edwards
reported that it is non-binding arbitration and a state man
might be a little more sympathetic to a city government .
Voice vote , motion carried .
The last date for filing petitions is August 22nd to put a
referendum on the ballot for the Step 3 sewer construction
project proposed by Crawford , Murphy & Tilly .
Received approval for HUD Amendment for the Industrial Site
Area . They approved the entire amount of $230 ,000 . 00 .
Attended a Job ' s Bill Seminar in Springfield which laid out
the guidelines for applying for the Job ' s Bill Fund . The
state has been approached with the concept of submitting a
grant for a qualified buyer for the I . H . C . plant and agrees
this would be an excellent application . The maximum amount
the city can apply for is $400 ,000 . 00 . Application deadline
is August 31st and will be awarded September 30th . Motion
by Alderman Carl , second by Alderman Hammond , that the
Community Development Director make application for the Job ' s
Bill Grant . Discussion . Alderman Workman asked how we would
use the money? What we would be doing with this money is
providing a loan to the buyers of I . H . C . , all $400 ,000 . 00
commented Dave Dorgan . The money would actually be repaid
to the state . The city would charge (over a 15 year period)
5% interest . This would be billed for administrative costs
of running the grant over that period of time . The city would
get the interest money and the state would get the principle .
Voice vote , motion carried .
The existing Community Development Block Grant money : We are
looking at fixing 9th Avenue between Chestnut and Elm Street
and putting in some curb and gutter . The city engineer and I
have looked at Sam Scott Street which is heavily traveled on
by trucks , since they no longer can get through at 4th Avenue .
Motion by Alderman Hammond , second by Alderman May to use the
Community Development Block Grant Funds for a change order
for Sam Scott Street , 9th Avenue and the two drainage problems
up to $20 ,000 .00 . Roll call . AYES : Aldermen Kovachevich ,
Hammond , Savill , Sarff, Workman , Carl , May , Horr. NAYS : None .
Motion carried . 8 ayes 0 nays 0 absent .
We want to put in a storm sewer on 7th Avenue to drain a
ditch into a storm inlet, and also one additional drain at
7th and Hanlon stated Dave Dorgan .
COMMUNICATIONS FROM CLIFF SAGASER - CITY ENGINEER. Three r
members of Crawford , Murphy & Tilly ' s firm were at the meeting .
Leonard Crawford , Gary Heinking and Charles Ritchey . They ' re
here to help us and encourage us to make decisions regarding
the sewage treatment plant project and the sewer rate re-hab
project . Mr. Crawford reviewed his comments made on June 9th .
If the city should decide to move ahead , then the city would
need some advice from bond counsel . If a bond election is
held , it ' s legally possible to finance a project with general
obligation bonds or revenue bonds . Revenue bonds have a

higher interest rate , and there ' s no election unless a petition
is filed . It has to be held on the regular general election .
Since our city attorney was not available , we took it upon our-
selves to call Chapman and Cutler and ask what action has to be
taken to have an election to commit this to general obligation
bonds . You would have to pass an ordinance asking the county
clerk to set up the election . This ordinance could be drafted ,
if you wanted , by Chapman and Cutler . Mr. Dan Johnson is the
person that Crawford , Murphy & Tilly talked to . Alderman Carl
asked if the city was refused the Step 3 Grant , what would the
city be out in terms of dollars? We estimated if you went ahead
on authorized engineering , the city would be out the maximum
spent of $80 ,000 . 00 . Crawford , Murphy & Tilly said they would
be willing to wait for their money . Alderman Carl asked what
percentage would it be for us in getting the grant? Mr. Crawford
stated pretty good , but you ' d have to meet these dates . Alderman
Carl asked what would it cost the citizens if the referendum went
for a bond issue and not general obligation? Gary Heinking re-
ported that if there was a revenue bond issue , you would need a
54% increase in sewer rates .
Mayor Edwards said that we need to inform the citizens as to what
(29 we ' re doing . Mayor Edwards recommended we ask Crawford , Murphy &
Q Tilly to do our design work on Step 2 Bond Ordinance for the
Q next council meeting .
Cliff stated that an estimate for a water line at 13th Avenue
would be $2 ,200 . 00 . We could do this in house . Motion by
Alderman Carl , second by Alderman Horr, this be referred to the
Finance Committee to look at funding . Voice vote , motion carried .
Received a letter from the Illinois Department of Public Health
in regard to swimming at the lake . There ' s not much the city
would have to do for swimming at the beach . A copy of the letter
will be made available to the Aldermen and discussed at the
Committee .
Completed the ditching work at 20th Avenue . The city did the work .
Fairview Heights Grant is just in a 30 day holding pattern . There
is a need to do an environmental review, said Dave Dorgan .
Cliff said that he knows the city does not want to spend M . F .T .
funds on the Redevelopment Plan Project . Certain amounts could
be funded on this project.
COMMUNICATIONS FROM MAYOR EDWARDS . Larry Dutton , Waste Water
Treatment Supt . , lost his house due to lightening . A consider-
able amount of items have been collected and passed on . They
now have everything they need and are very grateful .
OLD BUSINESS :
ORDINANCE - AMENDING CHAPTER 1 , TITLE 5 , RE-STRUCTURING THE FIRE
DEPT . AND RE-ESTABLISHING THE FIRE DEPT ' S AUTHORIZED STRENGTH .
Second reading , read by title . Motion by Alderman Sarff , second
by Alderman Savill , the ordinance be placed upon its passage .
Discussion . Alderman Carl asked if any contact has been made
from the Fire Department? Alderman Sarff said not to his
knowledge . This ordinance is at the recommendation of the
chief and should not be used in negotiations , stated Mayor
Edwards . Roll call . AYES : Aldermen Horr , May , Carl , Workman ,
Sarff , Savill , Hammond , Kovachevich . NAYS : None . Motion
carried . Ordinance being #986 .
NEW BUSINESS :
ORDINANCE - LEVY AND ASSESSMENT OF TAXES . First reading , read
by title .
