21st , 1983 in Council Chambers .

PUBLIC HEARING - PROPOSED USE OF FEDERAL REVENUE SHARING FUNDS .
Q ENTITLEMENT PERIOD 14 - 7 : 00 P . M . Motion by Alderman Savill , sec-
ond by Alderman Sarff to go into a public hearing . Voice vote ,
motion carried . Purpose of the Public Hearing was read as follows :
The proposed use of Federal Revenue Sharing Funds final portion of
entitlement period 14 in the amount of $77 , 310 . 00 and interest
earned of $40 ,000. 00.
CITIZENS : No one in the audience gave oral or written comments .
COUNCIL : No one on the council gave oral or written comments .
Motion by Alderman Horr , second by Alderman Sarff , to reconvene
in regular session .

Informational : A petition was given to the city clerk with 210
signatures requesting the swimming facilities at Lake Canton be
opened . Motion by Alderman Hammond , second by Alderman Savill
the petitions be placed on file and be sent to the Lake , Building
& Grounds Committee . Discussion . Michelle Wright spoke for the
citizens who are wanting to swim at the lake . Mayor Edwards
encouraged her to work with the Lake , Building & Grounds Committee .

COMMUNICATIONS FROM DAVE DORGAN - BUDGET/COMMUNITY DEVELOPMENT
DIRECTOR . Dcca visited us today for part of the evaluation process
for the cdap grant . Dave sees it as a positive element which means
were still in the running . They will have a determination before
the end of the month .
COMMUNICATIONS FROM CLIFF SAGASER. Cliff reported that he checked
the references of Tracie Skaggs and Cliff is wanting to hire her
as a drafstman . Motion by Alderman Sarff , second by Alderman Ham-
mond that Tracie Skaggs be hired as a draftsman for the public
works department . Discussion . She will receive $8 . 00 an hour.

Bid letting was held at 10 :00 a .m, on June 20th for motor
fuel tax contracts . The engineers estimate was $137 , 700 . 60 .
The bidders were : W . L . Miller for $44 ,196 ,58 for sealing
& chipping ; Peoria Blacktop for asphalt plant mix sand seal
$99 ,795 . 00 ; Pschirrer ' s bid both asphalt , sealing & chipping
for a total of $119 , 103 . 56 . Neither of the first two bid on
the 200 ton of hot mix patching material that we needed . All
bids were lower then Cliff and the state anticipated . Cliff
stated that Pschirrer ' s has been a little slack in their work ,
but the city will try to have a person with them when their work-
ing , so they do good quality of work . Motion by Alderman Kovac-
hevich , second by Alderman Sarff , the low bid of Pschirrer As-
phalt be accepted . Discussion . Alderman Carl ask if this was
brought to their attention ? Cliff said that he hadn ' t , by the
time he was aware of it , it was to late and he had no recourse

Recently approved a pay estimate in the amount of $59 ,655 . 44 .
The pay estimate does have a total as though the job is com-
pleted . However , I have attached memorandum to the invoice
saying that it isn ' t complete , but there is sufficient dollars
retained which are $24 ,220 . 00 to make him finish up the project ,
which is all the seeding behind the curb and gutters , and three
places he has to put some resurfacing material back on that Cliff
is not satsisfied with .

The garbage dept wants to buy a garbage truck . They found a
1973 Ford cab over engine 22 cubic yard single axle truck in
good shape that we can purchase for $4 ,500 . 00 . The city used
it for a couple of days and are satisfied with it . We would
take the old chasis and keep it rather then trade it off stated
Cliff Sagaser. Alderman Savill ask why it was so cheap?. Jim
Boyd street supt . stated its a smaller truck and it is used .
Alderman Hammond asked about parts . Jim Boyd stated that their
Very common .
Motion by Alderman Savill , second by Alderman Workman, to approve -
the purchase of a 1973 ford garbage truck for $4 ,500 . 00 .
Discussion . Alderman Sarff ask if it was diesel or gas? Jim
Boyd commented that it was gas . Roll call . AYES : Aldermen Harr.,

The public works department are wanting to have a service contract
in the amount of $125 . 50 per month for the following radios :
the street dept . , Ray Hartle ' s , two at the sewage plant , two
radios and 1 pager of the water dept . and our bay station . The
police dept. radio contract was renewed in April . The fire
dept . contract cost $58. 00 .
Motion by Alderman Sarff, second by Alderman Savill the service
contracts with Motorola for the public works and fire depts . be

Mayor Edwards complimented several city employees and county
employees , park district employees , Deb Benderick ' s employees ,
for a sidewalk layed in front of the old school building on
south main , they volunteered their work and was paid for by
Deb Benderick .
Motion by Alderman Horr, second by Alderman Savill , an amendment
on the motion for a special council meeting , the time is 6 : 30 p .m.
and was not listed on the official advertising of the meeting .
Voice vote , motion carried .
Dave Dorgan Budget Director reported that one of our laid off
fireman , Dave Burnham, his wife is pregnant and we did have a
motion for a set cost , since then I found out that what we
granted was to low. The total cost is $2 ,100 . 00 , this is an inc-
rease of $500 . 00 from the previous motion . Alderman Carl feels we
have no moral obligation . Alderman Sarff feels the cost is the
same when he was employed by the city and it is our obligation .
Alderman Savill agreed that we do have a moral obligation . The
(� motion before was that the city pay 80% or $1 ,500 . 00 which ever
is less . Dave says that the insurance pays 100% on the hospital
Q and 80% on the doctor. Alderman Carl felt that our moral obli -
gation is to the citizens of Canton . The average 3 day stay in
the hospital is $1 ,500 . 00 and the doctor is $625 . 00 .
Motion by Alderman Sarff , second by Alderman Savill , the city
pay upto $2 ,000. 00 of the pregnancy as we would under a normal
birth from our present insurance coverage . (Which means 80% of
the doctor bill and 100% of the 3 day stay in the hospital ) .
Discussion . Motion amended , the city allow a three day stay in
the hospital , pay 80% of the doctor bill with a cap of $2 ,000 . 00 .

ORDINANCE - PROHIBITING PARKING ON THE NORTH SIDE OF LINEDN STREET

ORDINANCE - ANNEXING AND RE-ZONING CERTAIN TERRITORY TO THE CITY
OF CANTON . Second reading , read by title . Motion by Alderman

ILLINOIS COMMERCE COMMISSION - T . P . & W . RAILROAD . Jim
Malmgren City Attorney stated the city strongly object to the
opposed closing of the railroad crossings at 4th Avenue , Second
Avenue , Avenue A and Avenue D . The city went to a two day
trial , the fire dept . objected to the closing of 4th avenue and
indicated there must be at least limited access at that point
for the fire dept . The police and fire dept . strongly opposed
closing of second avenue . The fire dept. objected to closing
avenue A and the police dept objected strongly opposing the clos-
ing of avenue B . The commission ruled that 4th avenue be closed
to the public , but remain open to the I . H . C . and to the city
for public safety purposes . The commission have not gone along
with the railroad , but the city , and kept second avenue open and
the grade crossing be improved and signalized . The commission
recommended that avenue A be closed .
On Avenue D the commission ruled that it be closed , the city made
a good argument for keeping it open . Jim Malmgren feels the
commision is in error. The city has 15 days left for a re-
hearing or appeal . Jim Malmgren recommended that the city not
appeal and not ask for a re-hearing . Cliff Sagaser said that he
talked with Charles Barton of the Dept of Transportation and he
suggest that we ask the commerce commission to put a left turn
lane on W . Maple street. Alderman Sarff feels we should ask the
commerce commission for this left turn lane . Jim Malmgren said
the city can suggest it , but doesn ' t know what authority we have .
Mayor Edwards will have Cliff Sagaser to ask Charles Barton to
help us find some money to get this left turn lane .
Alderman Horr said that he had numerous calls of not wanting the
crossings closed .
NEW BUSINESS :
REOLUTION - ENCOURAGING CITIZEN PARTICIAPATION IN AND SUPPORT
OF THE "LITTLE GIANT FUND. " First reading , read by title . Mayor
Edwards endorses this program . Motion by Alderman Savill',
second by Alderman Sarff, the resolution be adopted . Voice
vote , motion carried . Resolution being #989 .
RESOLUTION - REQUESTING PERMISSION OF THE ILLINOIS DEPARTMENT OF
TRANSPORTATION TO CLOSE ILLNOIS ROUTES 9 AND 78 ON SOUTH FIFTH
AVENUE AT EAST OAK STREET ON SEPTEMBER 10TH , 1983 FROM NINE
O ' CLOCK A.M. TO TWELVE O ' CLOCK P .M. First reading , read by title .

RESOLUTION - ENCOURAGING AND SUPPORTING THE EFFORTS OF THE
ECONOMIC DEVELOPMENT COUNCIL FOR THE PEORIA AREA TO DEVELOP
A FOREIGN TRADE ZONE . First reading , read by title . This
was brought about by our enterprise zone . Peoria is asking
for our support , and if they are designated as a foreign trade
zone we lay within 30 to 40 miles and can be designated as a sub-
zone . This could help I . H . C. because they then could attract a
foreign buyer. The main advantages of foreign trade zone is their
not required to pay duty on products that are brought into the

country, and manufactured here then taken back out . If sold
in this country they have to pay duty.

ORDINANCE - AUTHORIZING THE ISSUANCE OF TAX ANTICIPATION WARRANTS .
First reading , read by title . Alderman Carl asked if the city
attorney checked to see if we could use other city monies . Jim
Malmgren said that we could , this ordinance gives you authority
to issue tax anticipation warrants with interest rates not to
exceed 8% per annum , and in an aggregate amount not to exceed
$400 ,000 . 00 or 85% of that amount levied by the corporate fund ,
which ever is less . The next ordinance is the specific authority
to purchase upto $200 ,000 . 00 of tax anticipation warrants out of
M. F. T. not to exceed 4% per annum.
Motion by Alderman Workman to suspend the rules for the purpose
Q of passing the ordinance . Motion died for a lack of a second .
Q ORDINANCE - PROVIDING FOR THE PURCHASE OF CITY OF CANTON TAX
