A regular meeting of the Canton City Council was held on May
17th , 1983 in Council Chambers .
PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE IN-
VOCATION GIVEN BY CITY CLERK NANCY WHITES .
Mayor Edwards asked for roll call at 6 : 30 P . M . Present . Alder-
men Savill , Sarff, Workman , Carl , Horr . Absent : Aldermen Kov-
achevich , Hammond . One resigned .
MINUTES OF APRIL 16TH SPECIAL MEETING . Motion by Alderman Savill ,
second by Alderman Carl , the minutes of April 16th special meet-
ing be accepted and placed on file . Voice vote , motion carried .
MINUTES OF MAY 3RD ' S MEETINGS . Motion by Alderman Sarff , second
by Alderman Horr , the minutes of May 3rd meetings be accepted and
placed on file . Voice vote , motion carried .
BILLS FOR APRIL 1983 . Alderman Sarff mentioned that the bills
had not been to committee since the committee met earlier this
month , so look over the bills carefully . The bill of Sidener
d' Supply for $6 ,325 . 42 will be paid out of revenue sharing . Rein
holtz Flying Service in the amount of $244 . 00 to be paid out of
Q tax increment account . The Canton Museum bill for Town & Country
will be checked further before payment by the city treasurer .

Petition - Four way stop signs be placed on 11th avenue and
Myrtle St. , due to heavy traffic and limited view . Motion by
Alderman Horr, second by Alderman Savill , this petition be sent
to the Street & Garbage Committee . Voice vote , motion carried .
COMMUNICATIONS FROM CLIFF SAGASER - CITY ENGINEER. Rick Walraven
the draftsman for the city will be leaving the employment of the
city on May 20th , 1983 . Committee has given approval to advertise
for his replacment .

Regarding the 4-lane highway project , which some people are
calling it , I refer to it as route 9 Project . We came up
with a plan of a relocation highway to be relocated or built
thru the community , and discussed this with the department of
transportation and certain politicians , both here in Canton
and in Springfield . As a result of talking to these politi -
cians , Senator Luft picked up on this and wanted to know if I
Cliff had a cost estimate? Cliff gave him a rough estimate of
$6 ,000 , 100 . 00 . Since then we have submitted thru his groups
in the senate a motion to adopt $600 ,000 . 00 which is roughly
10% of the propose cost for engineering work . Cliff ' s plan
is to try to improve roads that we have along existing right-
of-ways as much as we can . However , in the Canton area I do
not feel like the existing right-of-way is always the best
location for us and so I made several alternates to this base
proposal , but the main one was a 4 lane highway going thru the
community linking the best route to Macomb and Peoria and tying
route 9 on the east side to the Cuba blacktop on the west .
Mayor Edwards stated that he and Cliff disagree . The mayor agrees
that we should keep our highway in the downtown area . The mayor
feels we should let it follow the path it now follows . People
in the area of E . Chestnut have spoken to the mayor objecting
to chestnut street becoming a state route . Bob Milleson spoke
for the residents on chestnut street . He stated that they have
clocked 16 vehicles a minute on that street, its a residential
area not a business area .
Cliff Sagaser stated that this is one way to get a new highway
and a new water line .
Motion by Alderman Horr , second by Alderman Workman , this be
referred to the Street & Garbage Committee for further considera-
tion . Voice vote , motion carried .
Cliff reported on the hud project , they primed the areas that
we have to resurface today .
COMMUNICATIONS FROM DAVE DORGAN - BUDGET DIRECTOR/COMMUNITY DEVE .
DIRECTOR. The budget was planned for this time , but has been put
off till its fully prepared .
COMMUNICATIONS FROM MAYOR EDWARDS . Motion by Alderman Sarff ,
second by Alderman Savill the appointments of Virgil Horr to the
Fulton County Safety Council ; a three month appointment of Carmalee
Ashwood as Esda Director ; George Hocker , Jim Elson , Nancy Andrews
to the Library Board be confirmed . Voice vote, motion carried .

RESOLUTION - APPROVING AN AGREEMENT PROVIDING FOR THE SALE/PUR-
CHASE OF CITY OWNED PROPERTY AT 256 S . 5TH AVENUE . First reading ,
read by title . The property was owned by Elmer Riley . Motion
by Alderman Sarff , second by Alderman Woi,,kiman the resolution be
adopted . Roll call . AYES : Aldermen Savill , Sarff , Workman ,
Carl , Horr , Mayor Edwards . NAYS : None . Motion carried . 6 ayes
0 nays 2 absent 1 resigned . Resolution being #986x. Agreement
being #430 .
RESOLUTION - MOTOR FUEL TAX-MAINTENANCE OF STREETS AND HIGHWAYS .
First reading , read by title and the amount of $140 ,000 . 00 .
Motion by Alderman Savill , second by Alderman Horr , the resolution
be adopted . Roll call . AYES : Aldermen Horr , Carl , Workman , Sarff ,

RESOLUTION -ESTABLISHING AN "ANNIVERSARY DATE" FOR FORMER CETA
EMPLOYEES AND SETTING POLICY GUIDELINES FOR FUTURE EMPLOYEES .
First reading , read by title . Dave Dorgan Budget Director had
received a letter from the ceta office in Galesburg , the letter
states you treat the ceta workers with equality compared to other
employees . It doesn ' t restrict you from passing the resolution .
I feel its some what confusing .
Motion by Alderman Sarff, second by Alderman Carl , the resolution
be tabled until June 7th council meeting . Voice vote , motion
carried .
AGREEMENT - MAINTENANCE OF MUNICIPAL STREETS - $6 , 791 . 76 . First
reading , read by title . Motion by Alderman Savill , second by
Alderman Horr , the agreement be adopted . Discussion . This is
$2 ,600 . 00 higher from last year and we have nothing to say about
it , its set by the state reported Cliff Sagaser. Roll call . AYES :
Aldermen Savill , Sarff, Workman , Carl , Horr. NAYS : None . Motion
carried . 5 ayes 0 nays 2 absent 1 resigned . Agreement being #429A .
EXECUTIVE SESSION - PERSONNEL . Motion by Alderman Sarff , second by
Alderman Carl , to go into executive session . Roll call . AYES :

executive session at 7 : 28 P . M.

ORDINANCE - AMENDING CHAPTER 1 , TITLE 6 , RESTRUCTURING THE
CANTON POLICE DEPARTMENT AND RE-ESTABLISHING CANTON POLICE
DEPARTMENTS AUTHORIZED STRENTGTH . First reading , read by
title .
ORDINANCE - AMENDING CHAPTER 1 , TITLE 8 RE-ESTABLISHING THE
AUTHORIZED STRENGTH OF THE GARBAGE DEPARTMENT . First reading ,
by title only .
Mayor Edwards spoke in regards to the ordinance dealing with
lay-offs . He said its indicative of the times and certainly
doesn ' t help people on this list . The hardest thing this
community is facing right now and have been for the last two
years , is the lost of employment . Sooner or later it funneled
down to where it had gotten into city employees . We ' ve robbed
peter to pay paul and lowered our net worth . Were facing a very
large deficient for this year . By laying off these 8 employees
were still facing almost a $300 ,000 .00 deficient . Nobody elected
to an office enjoys this sort of thing . I ' ve told the fireman ' s
union , and will tell the other two unions that were willing to talk
to them and listen to what they have to say , and if we can bring
about a consensus that will keep us from laying off so much the
better for it .
Dave Dorgan Budget Director stated that much of the things in the
city that need to be done , were trying to make in an open door
policy .
