A regular meeting of the Canton City Council was held on February 1st,
1983 in Council Chambers.
PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN
BY NANCY WHITES CITY CLERK.
Mayor Edwards asked for roll call at 6:30 P.M. Present: Aldermen Kovachevich,
Hammond, Savill , Sarff, Grant, Carl , Larsen,' Horr. Absent: None.
MINUTES OF JANUARY 18TH MEETING. Motion by Alderman Grant, second by Alderman
Sarff, the minutes of January 18th be accepted and placed on file. Voice vote,
motion carried.
COMMITTEE REPORTS:
Public Safety & Traffic.
Council Action
Motion by Alderman Sarff, second by Alderman Savill , that John Bates and Mike
Hartzell in the amount of $300.00, they will trap pigeons in the downtown area
and the $300.00 fee is good for the period ending at the current mayor's term
(May 1985) . Discussion. The city attorney will have a performance bond for
them. Roll call . AYES: Aldermen Kovachevich, Hammond, Savill , Sarff, Grant,
Carl , Larsen, Horr. NAYS: None. Motion carried.

COMMUNICATIONS FROM CLIFFORD SAGASER - CITY ENGINEER. The city engineer gave
a presentation to the city council of his Uptown Redevelopment Plan. He's in
hopes it will create unity and make people happy. This is to show what we can
do to solve some of the problems that exist there, stated Cliff. The plan is
eliminating the buildings of Phillips & Associates, Canton Autobody and Poor
Ole Paul 's Tavern, and widening the right-of-way dimensions that White Court
is in front of the old theatre building and Beckner's. It will be a two-way
street from Pine Street to Chestnut Street. At the north end of that, we would
have a two lane section of road going off to the east to First Avenue. We
would tie the east and west sections of the square togather on the north end
in front of Spurgeon 's with a one-way street going easterly and would all be
done on city property. We would leave North Main Street as it is, parking
would remain in the middle of the street as it is now. Parking on the east
side of Jones Park would be put back on the outer perimeter and be angular
parking. Chestnut Street would be two-way from Main Street over to Avenue A.
These are the major changes. The cost for building these streets, if you hire
a contractor, the project on the north side of the square, Chestnut Street,
would cost $60,000.00. The project on the south side of White Court would
cost $100,000.00. This plan shows another building on the south side of Pen-
ney's. There is need for that, in that the first section of the east side
would be a new proposed entrance for the Penney's building.
Phillips and Associates have expressed an interest in building a building on
the Jameson Lot. Cliff feels you 'll find unity among the business 's downtown,
and your tax increment base becoming an improved situation. This is a two year
program, with Chestnut Street being constructed the first year, and White Court
being constructed the second year.

Cliff had a drawing of two alleys that exist between First Avenue and White
Court, and Avenue A and Main Street that come into the center of Jones Park.
Purposing 5 new lights, planter boxes, shubbery and benches. He does not
have a cost estimate. Mayor Edwards complimented Cliff on the design.
Motion by Alderman Larsen, second by Alderman Sarff, that we allow Cliff
to display the Uptown Redevelopment Plan and talk to anyone interested in
the plan. Voice vote, motion carried.
Mayor Edwards mentioned that one thing had come in, in letter form from
the Canton State Bank. Motion by Alderman Savill , second by Alderman Larsen,
the letter be accepted and placed on file, so they'll know were considering
it. Discussion. Alderman Carl wants to be excused from voting.
Motion by Alderman Larsen, second by Alderman Horr, that Alderman Carl be
excused from voting. Voice vote, motion carried. Motion by Alderman Larsen,
second by Alderman Hammond that we reconsider the motion. Voice vote, motion
carried.

Mayor Edwards attended a meeting of the Chamber of Commerce on a drug program.
The mayor wants Bob Molleck to bring the display before council . The mayor
also wants the City Council to support this program by donating some money.
They need $3,500.00, and you can make donations by taking out an ad in a book '
or just donating money. Bob Molleck will present this at the next Finance
meeting.
OLD BUSINESS:
ORDINANCE - ANNEXING AND REZONING CERTAIN TERRITORY TO THE CITY OF CANTON LOCAT-
ED AT 1675 EAST WALNUT. Second reading, read by title. Motion by Alderman
Carl , second by Alderman Savill the ordinance be adopted. Discussion. Ald-
erman Sarff asked if the city engineer checked to see if the property is
cleaned up? Cliff did look at the property, but not to see it it was clean-
ed up, as he was not aware that he was suppose to. He commented that there
was so much stuff there he wouldn't know where to begin. Bob Molleck checked
the area today, and reported that he couldn 't see alot of progress made yet,
but agrees with Cliff, so much there you can 't tell . Wants to watch it for
awhile. Alderman Larsen suggest to Alderman Carl no matter what the property
is zoned, we accept as is. Lengthy discussion was held. Roll call . AYES:
Aldermen Horr, Carl , Sarff, Savill , Hammond, Kovachevich. NAYS: Aldermen
Larsen, Grant. Motion carried. 6 ayes 2 nays 0 absent. Ordinance being #962.
ORDINANCE - AMENDING CHAPTER 16, TITLE 1 RELATING TO THE OFFICE OF DIRECTOR
OF BUDGET AND ADMINISTRATION. Still in committee.
ORDINANCE - GRANTING A SPECIAL USE PERMIT FOR THE OPERATION OF A ONE CHAIR
BEAUTY SALON AT 471 SOUTH MAIN. Motion by Alderman Horr, second by Alderman
Larsen, the ordinance be adopted. Roll call . AYES: Aldermen Kovachevich,
Hammond, Savill , Sarff, Grant, Carl , Larsen, Horr. NAYS: None. Motion
carried. 8 ayes 0 nays 0 absent. Ordinance being # 963.
NEW BUSINESS:
ORDINANCE - PROVIDING FOR THE MANNER OF SALE OF CERTAIN REAL PROPERTY OWNED
BY THE CITY OF CANTON AND FULTON COUNTY. First reading, ,read by title.
ADJOURNMENT: Motion by Alderman Sarff, second by Alderman Kovachevich,
to adjourn. Voice vote, motion carried. Council adjourned at 7:36 P.M.
