A Special Council meeting of the Canton City Council was held on December
27th, 1982 in Council chambers.
PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY
THE CITY CLERK NANCY WHITES.
Mayor Edwards asked for roll call at 6:30 P.M. Present: Aldermen Kovachevich,
Hammond, Savill , Sarff, Carl , Horr. Absent: Aldermen Grant, Larsen.
THE PURPOSE OF THE SPECIAL MEETING IS AS FOLLOWS: a) to consider and take
final action on a "Resolution on Intent to Cooperatively Designate an Enter-
prise Zone;" and, b) to consider suspending the rules and taking final action
on an initiating ordinance concerning an enterprise zone to be adopted in
accordance with Section 5 of the Illinois Enterprise Zone Act.
ORDINANCE - AN ORDINANCE INITIATING AND "COOPERATIVELY DESIGNATING AN ENTER-
PRISE ZONE. First reading, read in its entirety. Jim Malmgren reported that
these ordinances are silent as to powers of the State of Illinois to give tax
breaks to individual cooperations. There silent as to powers of the city or
county to relax rules and regulations within the zone. This was done intention-
ally, knowing full well that we may want to amend them sometime prior to the
desgination of a local enterprise zone.
Under the Appendix C, some corrections to be made, when ever County of Fulton
is used, change to read " City of Canton." The words "County Board" should be
changed to "Canton City Council ." The word "unicorporated," in subparagraph B
should be changed to read "incorporated." The words "County's Retailer's Occupa-
tion Tax should be changed to read "Municipal Retailer's Occupation Tax."
If you pass this ordinance as amended you' ll have to suspend the rules, it takes
two thirds vote of the council to suspend the rules.
Mayor Edwards asked for suspension of the rules, as this ordinance has to be in
Springfield on Friday.
Motion by Alderman Sarff, second by Alderman Kovachevich, the suspension of the
rules for passage of this ordinance. Roll call . AYES: Aldermen Horr, Carl ,
Sarff, Savill , Horr, Kovachevich. NAYS: None. Motion carried. 6 ayes 0
nays 2 absnet.
Motton by Alderman Kovachevich, second by Alderman Savill , the ordinance be
placed on its passage. Discussion. Alderman Carl asked when would we have a
final draft? Mayor Edwards said by Thursday. Roll call . AYES: Aldermen
Kovachevich, Hammond, Savill , Sarff, Carl , Horr. NAYS: None. Motion carried.
6 ayes 0 nays 2 absent. Ordinance being #959.
Jim Malmgren City Attorney reported that the notice for the Special Meeting
indicated to consider an ordinance and resolution. The resolution is incorpor-
ated within the terms of this ordinance.
ADJOURNMENT Motion by Alderman Hammond, second by Alderman Sarff to adjourn.
Voice vote, motion carried. Council adjourned at 6:49 P.M.
