PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY MAYOR EDWARDS. Mayor Edwards asked for roll call at 6:30 P.M. Present: Aldermen Kovachevich, Hammond, Savill , Sarff, Grant, Carl , Larsen, Horr. Absent: None. MINUTES OF SE17ENA13E� 21ST MEETING. Motion by Alderman Carl , second by Alderman Savill the minutes of September 21st be accepted and placed on file. Voice vote, motion carried. COMMITTEE REPORTS: Ad-Hoc Handicapped. Council Action None. Streets & Garbage. Council Action None. Informational : Until the next committee meeting six bags of garbage will continue to be picked up per house, with an exception of trailer courts, and commercial units will not be picked up. The city engineer was asked to review this and bring it back to the committee. Lake, Building & Grounds. Council Action Motion by Alderman Grant, second by Alderman Sarff, to approve the project.. as proposed by the Illinois Survey for a wind power airation system for the lake and the city's participation upto $5,000.00 expenditure. Roll call . AYES: Aldermen Horr, Larsen, Carl , Grant, Sarff, Savill , Hammond, Kovachevich. NAYS: None. Motion carried. 8 ayes 0 nays 0 absent. Public Works, Water & Sewer. Council Action Motion by Alderman Sarff, second by Alderman Horr, authorization to have the starter for a 250 lb motor repaired at a cost of $5,000.00. Discussion. Two opinions were given as to the price. Roll call . AYES: Aldermen Kovachevich, Hammond, Savill , Sarff, Grant, Carl , Larsen, Horr. NAYS: None. Motion carried. 8 ayes 0 nays 0 absent. COMMUNICATIONS FROM CITY ENGINEER - CLIFFORD SAGASER. Cliff wants to know how council wants the traffic lanes marked on 1st avenue? Council will study this project before a decision is made on the traffic lanes. Cliff will draw a sketch of the old and new parking spaces. The committee is wanting Ray Hartle to put in handicap ramps on curb sections that the city is now repairing. Cliff said he took it upon himself not to put the ramps in because they cost more money than he has and their time consuming. MaintenanceSupt. Ray Hartle and Alderman David Grant reported on the Illinois Municipal Convention as to how informative it was, they enjoyed the convention and recommend it highly. The sewer cleaning crew are down to the park and the dozier will be moved to Vine Street. Cliff feels about 25% of the cleaning on the sewer line is completed The contractor for the water plant is laying steel . 307 CONTINUED OCTOBER 5TH, 1982 Contractor for hud project is starting to lay curb and gutter, job going along smoothly. M.F.T. is done for the year. One or two places didn't get done what we had intended, will go back and finish without M.F.T. funds stated Cliff. On fourth avenue city crews have been removing railroad ties and repairing where they are bad. Will be adding some base material from hud work for fill and next year will do project out of M.F.T. funds. Cliff attended a meeting with a 6 county soil conservation group and they went into this prospective plan to promote soil conservation around the lake in Macomb and voted to make it one of their projects. COMMUNICATIONS FROM MAYOR EDWARDS. A petition on property at 651 N. 7th (� was given to the mayor, and he would like to have the Legal & Ordinance Committee, police chief, fire chief and the city engineer to look at this building. Ron Pavley stated that the police dept. issued a notice last week (29 that the owner had 10 days to clean it up. Q The mayor also brought up the house on N. Main street next to Town & Country Insurance. Q Bob Derenzy to check on the siren at the water tower, as it does not work. Motion by Alderman Horr, second by Alderman Sarff, the appointment of Daniel J. Oaks and David L. Lingenfelter as volunteer fireman be confirmed. Discussion. They are the appointments of Chief Derenzy. Chief Derenzy stated that these two gentlemen were given an agility test. This brings volunteers upto 12 and they can use 15. Voice vote, motion a rried. Crawford Murphy & Tilly are doing our Epa study on the sewers. We have one year at 25% then it goes to 40% in October 1984. It changes again in 1990. The mayor attended the mayor's association and gave each dept. head and council a report of that meeting. The mayor is wanting the dept heads to check over buildings as cost of heating fuel will be 50% more this winter. A letter will be sent to cips on this cost increase. The mayor's association did go on record with a resolution to the governor and Mike Lane expressing disappointment of the prison location. Hal Iwashita resigned from the police and fire commission, Mayor Edwards stated that he will be looking for a replacement. QUOTES - COPY MACHINE. The city clerk recommended a Xerox #3400 at $366.57 per month with a copy total allowable of 5150 copies per month. Labor, parts and service are included in this price. - Motion by Alderman Sarff, second by Alderman Hammond, we enter into a 5 year rental agreement on a Xerox #3400 at $366.57 per month with extra copy charges and Bob Molleck look into the feasibility for a copy machine in his department. OLD BUSINESS: ORDINANCE - AMENDING ORDINANCE #333 BY RAISING BASIC SERVICES FOR CABLE TELE- VISION. Second reading, read by title. Motion by Alderman Grant, second by Alderman Sarff the ordinance be placed on its passage. Discussion. Alderman Savill ask what the .25¢ cost is for? And the representative from cable tv stated that its to let them operate in town. Several questions were presented to him by Alderman Savill as to maintenance, service charges. Roll call . ORDINANCE - AMENDING TITLE 9, CHAPTER 10, SECTION 2 (D) (1 ) RELATING TO THE PARKING OF MOTOR VEHICLES IN THE BUSINESS DISTRICT AND IN THE CITY PARKING LOTS. Motion by Alderman Carl , second by Alderman Kov- achevich, the ordinance be placed on its passage. Roll call . AYES: Aldermen Kovachevich, Hammond, Savill , Sarff, Grant, Carl , Larsen. ORDINANCE - REMOVING RESTRICTED PARKING ON THIRD AVENUE BETWEEN HOWARD PLACE AND LOCUST STREET. Second reading, read by title.
