A regular meeting of the Canton City Council was held on March 2nd, 1982
in Council Chambers.
PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN
BY THE CITY CLERK NANCY WHITES.
Mayor Edwards asked for roll call at 6:30 P.M. Present: Aldermen Hammond,
Sarff, Grant, Carl , Clarke, Horr. Absent: Alderman Kovachevich.
MINUTES OF FEBRUARY 16TH MEETING. Correction to be made on page 216, under
the report from the city engineer, the number 36 should be stricken and the
number 18 be added. Motion by Alderman Horr, second by Alderman Grant the
correction be made. Voice vote, motion carried. Motion by Alderman Clarke,
second by Alderman Sarff, the minutes of February 16th be accepted and placed
on file as corrected. Voice vote, motion carried.
MINUTES OF FEBRUARY 22ND SPECIAL MEETING. The correction to be made is on
page 222, under tbmporary work #2, strike out the words "or make existing
tunnel larger." Motion by Alderman Horr, second by Alderman Grant, the
correction be made. Voice vote, motion carried. Motion by Alderman Sarff,
second by Alderman Grant, the minutes of February 22nd Special Meeting be
accepted and placed on file as corrected. Voice vote, motion carried.
COMMITTEE REPORTS:
Community & Industrial Deevelopment.
Council Action
Motion by Alderman Clarke, second by Alderman Hammond, the purchase of the
apple mini computer be approved with the total cost of $4,534.00; breakdown
cost of hardware at $3,434.00, program cost $850.00, warranty cost $250.00.
Roll call . AYES: Aldermen Horr, Clarke, Carl , Grant, Sarff, Hammond. NAYS:
None. Motion carried. 6 ayes 0 nays 1 absent 1 resigned.
Lake, Buildings & Grounds
Council Action
None.
Informational : Mayor Edwards reported that State Law prohibits the city from
allowing a liquor establishment being in one of its buildings and the City
now owns the Hadsall building and Mr. Sepich has been asked to vacant by
March 31st, 1982.
Public Safety & Traffic.
Council Action
None.
Informational : The Chief of Fire and Chief of Police are not satisfied
with the janitorial services. Motion by Alderman Horr, second by Alderman
Sarff, this matter be referred to the Personnel Committee, and be included
on tomorrow nights agenda for discussion. Discussion. The city attorney
and the police chief will see that Mr. Hillyer receives a notice of this
meeting, but he is not being invited to attend. Alderman Sarff feels that
Mr. Hillyer should have something in writing. Voice vote, motion carried.
Alderman Horr gave the city clerk a petition to deny the request of the
railroad to close crossing of TP&W at Liberty.
Street & Garbage.
Council Action
Motion by Alderman Sarff, second by Alderman Grant to approved the alley
policy. Discussion. Voice vote, motion carried.
Jim Boyd Street Supt. wants approval to buy more salt. Motion by Alderman
Sarff, second by Alderman Clarke, that Jim be allowed to purchase 60 tons
of salt. Discussion. Alderman Hammond is asking that we continue the price

of our original contract, if at all possible. Roll call . AYES: Aldermen
Hammond, Sarff, Grant, Carl , Clarke, Horr. NAYS: None. Motion carried.

Public Works & Water & Sewer.
Council Action
Motion by Alderman Sarff, second by Alderman Clarke, the software be purchased
for the programming of the city's billing machine on the new water & sewer rate
increase. Lengthy discussion. Roll call . AYES: Aldermen Horr, Clarke, Carl ,
Grant, Sarff. NAYS: Alderman Hammond. Motion carried. 5 ayes 1 nay 1
absent 1 resigned.
CITY ENGINEER'S REPORT. Cliff Sagaser gave the council an update on the
status of Lake Canton. Contractors worked on Friday and tried to stop some
of the water coming into the cubicle, but they were not very successful . So,
they built a dam in the tunnel . . . .18 feet from the structure, put gunit cement
on the south side of that sandbag dam. Will let it set up for a week, and
then come back, and then force pump the grout behing the dam, filling this
structure full of concrete. Cliff Sagaser has been in touch with the Federal
Q EPA in Chicago, and they are checking to see if their are funds to help us.
Q COMMUNICATIONS FROM MAYOR EDWARDS. Contacted Railsback and Michels Office,
and they are working on funding for our water problems.
A resignation from Alderman Selfridge and the resignation of John Scarbrough,
Mayor Edwards wants John' s resignation discussed at the committee meeting of
Negotiations, Personnel & Grievance on March 11th. At the same meeting the
mayor would like to have the citizens who object to the proposed railroad
clossings be there for their chance to give input. The mayor also wants
the council members at the committee meeting.
DIVER'S BILL. The amount of the bill is $1 ,105.00 from the Springfield
Underwater Search & Rescue Team. Mayor Edwards reported that we owe them
a debt of gratitude, and wants to reward them in some way besides their bill ,
they saved us thousand of dollars. Cliff Sagaser City Engineer, stated that
these men took a day off from work without pay, as the club gets the money,
not the workers. The mayor suggested making the check for $1 ,500.00. Motion
by Alderman Clarke, second by Alderman Hammond, to pay the bill of Springfield
Underwater Search & Rescue Team, and the additional amount of $395.00 be a
contribution to their club. Roll call . AYES: Aldermen Hammond, Sarff,
Grant, Carl , Clarke, Horr. NAYS: None. Motion carried. 6 ayes 0 nays
1 absent 1 resigned.
OLD BUSINESS:
ORDINANCE - REPEALING CHAPER 2 OF TITLE 4 RELATING TO THE OFFICE OF PLUMBING
INSPECTOR. Second reading, read by title. Motion by Alderman Hammond,
second by Alderman Clarke, the ordinance be placed on its passage. Roll
call . Aldermen Horr, Clarke, Carl , Grant, Sarff, Hammond. NAYS: None.
Motion carried. 6 ayes 0 nays 1 absent 1 resigned. Ordinance being #921 .
ORDINANCE - ANNEXING AND REZONING CALVARY BAPTIST CHURCH. Second reading,
read by title. Motion by Alderman Horr, second by Alderman Sarff, the
ordinance be placed on its passage. Discussion. The mayor asked Cliff
Sagaser to comment about the sewer for that area. Cliff didn't have a
comment to make, as he had not been able to check it out thoroughly because
of the city' s water problem at the lake. Cliff sees no problems for the
area. Roll call . AYES: Aldermen Hammond, Sarff, Grant, Carl , Clarke,
Horr. NAYS: None. Motion carried. 6 ayes 0 nays 1 absent 1 resigned.

NEW BUSINESS:
ORDINANCE - AMENDING TITLE 8, CHAPTER 10 BY REPEALING TITLE 8, CHAPTER 10
BY ADOPTING TITLE 8, CHAPTER 10 OF THE CITY CODE ON WATER & SEWER RATES.
First reading, read by title. Lengthy discussion. Motion by Alderman
Grant, second by Alderman Clarke, the suspension of the rules. Discussion.
Roll call . AYES: Aldermen Clarke, Grant. NAYS: Aldermen Horr, Carl ,
Sarff, Hammond. Motion defeated. 2 ayes 4 nays 1 absent 1 resigned.
RESOLUTION - COMMITTING CERTAIN CITY EMPLOYEES TO INVOLUNTARY EMPLOYER
PAID CONTRIBUTIONS TO THE ILL. MUNICIPAL RETIREMENT FUND. First reading,
read by title. City Clerk Nancy Whites called the office of Illinois
Municipal Retirement today and was told that every employee that she reports
has to be on the tax shelter. Mayor Edwards stated that the library &
cemetary employees have not been informed as of this date. Alderman
Carl said that this came to his attention today and would like to have
this held over to the next council meeting. Motion by Alderman Carl ,
second by Alderman Clarke, this resoltuion be held over to the next council
meeting. Voice vote, motion carried.
RESOLUTION - ESTABLISHING COST OF LIVING FOR MEMBERS OF FIRE DEPARTMENT
LOCAL NO 1897 AND CANTON POLICE DEPARTMENT LOCAL NO 759 AFSCME. First
reading, read by title and amount. Motion by Alderman Clarke, second by
Alderman Sarff, the resolution be adopted. Discussion. Roll call . AYES:
Aldermen Hammond, Sarff, Grant, Carl , Clarke, Horr. NAYS: None. Motion
carried. 6 ayes 0 nays 1 absent 1 resigned. Resolution being #928.
RESOLUTION - ESTABLISHING COST OF LIVING ALLOWANCE FOR CITY OF CANTON
DEPARTMENT HEADS. First reading, read by title and amount. Motion by
Alderman Grant, second by Alderman Sarff, the resolution be placed on its
passage. Discussion. Alderman Carl asked what the cap was on the dept.
heads? The City Treasurer Pat Wright informed the council that it was
10% for the dept. heads and 5% for those employees in city hall and all
secretarys. AYES: Aldermen Horr, Clarke, Carl , Grant, Sarff, Hammond.
NAYS: None. Motion carried. Resolution being #929.
ORDINANCE - SPECIAL USE PERMIT FOR JUNIOR AND AGNES DALLEFELD. First
reading, read by title.
BIDS - SALE OF THREE PARCELS OF LAND OWNED BY THE CITY OF CANTON. No bids
were received.
The next council meeting will be held on March 17th, due to the primary
election on March 16th.
Alderman Sarff complained to council about trucks dumping their loads of
trash and then not closing their tail gates and the trash is spilling out
on Vine Street. Jim Boyd Street Supt. said the road was not city but county.

Voice vote, motion carried. Council adjourned at 7:59 P.M.
