A regular meeting of the Canton City Council was held on February 2nd, 1982
in Council Chambers.
PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE INVOCATION GIVEN BY
MAYOR DONALD EDWARDS.
Mayor Edwards asked for roll call at 6:30 P.M. Present: Aldermen Kovachevich,
Sarff, Grant, Carl , Clarke, Horr. Absent. Aldermen Hammond, Selfridge.
Alderman Hammond arrived at Council Chambers at 6:32 P.M.
MINUTES OF JANUARY 19TH MEETING. Motion by Alderman Carl , second by Alderman
Horr, the minutes of January 19th meeting be accepted and placed on file.
Voice vote, motion carried.
COMMITTEE REPORTS:
Public Safety & Traffic.
Council Action

Informational :
Alderman Horr reported that the committee will be updating the city's disaster
plan at their next meeting and would like to have input from the council members.

Q The committee recommended the passage of the ordinance prohibiting parking on the
east side of 11th avenue between Chestnut St. and Ash St. Also, the committee
recommended the passage of the ordinance prohibiting parking on the south side
of Custer Place from 5th avenue to 9th avenue, instead of prohibiting parking
on the north side.
Chief of Police Robert Molleck reported that the gas pump of the police dept.
fell apart, he would like to move it, and the cost would be around $900.00.
Street & Garbage.
Council Action
Motion by Alderman Clarke, second by Alderman Sarff the guidelines as previously
outlined on the street survey be used on Walnut St. , for widening and overlay.
Voice vote, motion carried.
Informational :
Cliff Sagaser City Engineer reported that hopefully a representative from the
Burlington & Northern Railroad, and the T.P. & W. Railroad will be at the
committee's meeting on February 22nd.
The ordinance prohibiting parking on 4th avenue between Birch St. and a point
northerly was sent to the Public Safety & Traffic committee for further study
and the committee asked the city attorney to research this, and the following
is his report. As of December 1st of last year, we passed two ordinances having
to do with parking on Birch. One prohibits parking on the South side of Birch
St. from 4th avenue to 5th avenue. The other ordinance prohibits parking on
the north side of Birch between 4th avenue add a point 135 feet east of the
east curb line which would take it around the dog leg. How far, I 'm not
certain. I chose to report this, but no action is necessary. Lengthy dis-
cussion.
Cliff Sagaser City Engineer ask council for there input as to the care and
maintnance of the alleys in the city. Alderman Carl suggested to the city
engineer that a policy be drarn for the care and maintenance of alley's at
the next council meeting.
Lake Buildings & Grounds.
Council Action.
None.
Mayor Edwards stated that he had talked to Ken Russell who works for the
state as a biologist to come and do a fish study at the lake.

Public Works
Council Action
Motion by Alderman Kovachevich, second by Alderman Sarff, the city attorney
be instructed to draft an ordinance on the water and sewer rate study that
was presented by the city engineer at the committee meeting. Lengthy
discussion. Alderman Carl , asked for an explanation of the deficient that
the city engineer stated that the city would have if the rates were not
raised. Mayor Edwards answered Alderman Carl by stating that the water
dept. would have the deficient in the paying of the bonds.
Motion by Alderman Sarff, second by Alderman Clarke that the city enter
into a contract with Wallace & Tiernan for rust proofing of the standpipe
at the water tower in the amount of $813.00. Roll call . AYES: Aldermen
Horr, Clarke, Carl , Grant, Sarff, Hammond, Kovachevich. NAYS; None. Motion
carried. Contract being #421 .
Motion by Alderman Carl , second by Alderman Clarke, the problem of citizens
tempering with water meters, be referred to the Legal & Ordinance Committee.
Voice vote, motion carried.
Informational :
Alderman Sarff brought up the question of employee Elaine Scott of the water
dept. The committee discussed the question, but no action was taken as to
her position becoming full-time. Council referred this to the Personnel
committee.
OLD BUSINESS:
ORDINANCE - AMENDING ORDINANCE #912 (BEING AN ORDINANCE PROVIDING FOR THE
MANNER OF SALE OF CERTAIN REAL ESTATE) OWNED BY THE CITY OF CANTON. Second
reading, read by title. Motion by Alderman Clarke, second by Alderman Kov-
achevich,the ordinance be placed on its passage. Roll call . AYES: Aldermen
Kovachevich, Hammond, Sarff, Grant, Carl , Clarke, Horr. NAYS: None. Motion
carried. Ordinance being #917.
ORDINANCE - STREET LIGHTING. Second reading, read by title. Motion by
Alderman Clarke, second by Alderman Sarff, the ordinance be placed on its
passsge. Lenghty discussion. Roll call . AYES: Aldermen Horr, Clarke,
Carl , Grant, Sarff, Hammond, Kovachevich. NAYS: None. Motion carried.
Ordinance being #918.
The City Attorney Jim Malmgren reported that the Tax Shelter thru the IMRF
will mean that all employees have to agree to it, or their is no Tax Shelter
Plan. Tabled at this time.
NEW BUSINESS:
ORDINANCE - PROHIBITING PARKING ON THE EAST SIDE OF 11TH AVENUE BETWEEN
LOCUST STREET AND ASH STREET. First reading, read by title.
ORDINANCE - PROHIBITING PARKING ON THE SOUTH SIDE OF CUSTER PLACE BETWEEN
5TH AVENUE AND 9TH AVENUE. First reading, read by title.
BIDS - CONVERTING THE CITY'S ENTERPRISE FUND, CONSISTING GENERALLY OF WATER
AND SEWER ACCOUNTS. No bids were received. The city clerk read the cover
letter accompanying a copy of the original proposal from Clifton & Gunderson
which was submitted on December 7th, 1981 . The letter read. . . the original
proposal will not be withdrawn or amended as a result of the request for bids
on the engagement. Mayor Edwards stated that he recommends hiring of Clifton
& Gunderson to propare this. Alderman Carl disagrees, stating their proposal
was to high. But we did give everyone a chance to bid, and since they didn't,
that' s their problem.
Motion by Alderman Carl , second by Alderman Kovachevich, we accept the proposal
of Clifton & Gunderson for the water and sewer accounts. Roll call . AYES:
Aldermen Kovachevich, Hammond, Sarff, Grant, Carl , Clarke, Horr. NAYS: None.
Motion carried. Agreement being #422.

Alderman Sarff reminded the council of the public hearing to be held on
February 4th at 7:30 P.M. at the high school auditorium for Canton to be
heard, as to the prison the state will be building somewhere within the
state of Illinois.
ADJOURNMENT: Motion by Alderman Kovachevich, second by Alderman Sarff,
to adjourn. Voice vote, motion carried. Council adjourned at 7:56 P.M.
