A regular meeting of the Canton City Council was held on February 17th, 1981
in council chambers.
PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY
ALDERMAN GENE DANNER.
Mayor Crouch asked for roll call at 6:30 P.M. Present. Aldermen N•'illiams,
Mazza, Selfridge, Carl, Grant, Horr, Clarke, Danner, Churchill. Absent:
Alderman Kovachevich, Motsinger.
MINUTES OF FEBRUARY 3RD. Motion by Alderman Churchill, second by Alderman
Mazza, the minutes of February 3rd be accepted and placed on file. Voice
vote, motion carried.
BILLS FOR JANUARY. Motion by Alderman Mazza, second by Alderman Selfridge,
bills be approved for payment upon availability of funds, except the bills
of Dennis Broom, Graham Hospital, Richard Grant, Dean Putman. Roll call.
AYES: Aldermen Churchill, Danner, Clarke, Horr, Grant, Carl, Selfridge, Mazza,
Williams. NAYS: None. Motion carried. 9 ayes 0 nays 2 absent.
COWITTEE REPORTS.
Public Works & Buildings.
Council Action.
116tion by Alderman Selfridge, second by Alderman Grant the low bid of Craw-
fords Fashion Floors, in the amount of $1,686.03 for carpeting of the Mayor's
office and City Clerk and City Treasurer be approved. Roll call. AYES: Alder-
men Gilliams, Mazza, Selfridge, Carl, Grant, Horr, Clarke, Danner, Churchill.
NAYS: None, Motion carried. 9 ayes 0 nays 2 absent. Contract being #399.
Informational: Alderman Selfridge asked that council members read the minutes
of their committee, as the ca?nittee and finance F personnel will discuss the
meeting they had with Crawford Murphy & Tilly. And a representative from
Crawford Plurphy & Tilly will be at the 17th of March council meeting.
The Lake Committee will have a meeting on March 10th, 7:30 P.M at city hall.

Informational: The various comAttees should check with Finance & Personnel
before approving large expenditures, stated Alderman Mazza.
Alderman Tlazza stated that Travel Guidelines have been written up and he would
like to have them on the next agenda.

Council Action.
The committee opened bids on February 9th for demolition of a house located at
646 Anderson Place. Bidders were Poke Kinsel $1,400.00, Henderson Excavating
$1,148.80, Booth Excavating $2,350.00, Thomas Schwartz $960.00.
Notion by Alderman Darner, second by Alderman Clarke, to accept the low bid of
Tom Schwartz in the amount of $960.00. Discussion. Roll call. AYES: Alder-
men Churchill, Danner, Clarke, Horr, Grant, Carl, Selfridge, Mazza, Williams.
NAYS: None. Motion carried. 9 ayes 0 nays 2 absent. Contract being #400.
A request was made from the last council meeting that a document be prepared
that would give a review of the Fulton Square Project. The City Attorney
John McCarthy and Mayor Crouch prepared the document and it was distributed to
council members. A copy of this document is on file with the City Clerk.

ORDINANCE - AMENDING CERTAIN SECTIONS OF TITLE 8, CHAPTER 7, CONCERNING
CEMETERIES, ADMINSTRATION. Second reading, read by title only. Motion
by Alderman Dazhner, second by Alderman Clarke, the ordinance be placed on
its passage. Discussion. Roll call. AYES: Aldermen Williams, Mazza,
Selfridge , Carl, Grant, Horr, Clarke, Danner, Churchill. NAYS: None.
Motion carried. Ordinance being #869. 9 ayes 0 nays 2 absent.
ORDINANCE - REPEALING TITLE 8, CHAPTER 8, SECTION 4 CONCERNING THE USE OF
CEMETERY EQUIPMENT AND AMENDING TITLE 8, CHAPTER 8 SECTION 8, CONCERNING
GENERAL, PENALTIES. Second reading, read by title only. Motion by Alderman
Clarke, second by Alderman Grant, the ordinance be placed on its passage.
Roll call. AYES: Aldermen Churchill, Darner, Clarke, Horr, Grant, Selfridge,
Mazza, Williams. NAYS: None. Motion carried. Ordinance being#870. 9 ayes
0 nays 2 absent.

ORDINANCE - A=ING SECTIONS OF TITLE 8, CHAPTER 4, CONCERNING STREETS, SIDE-
WALKS AND PUBLIC GROUNDS AND REPEALING TITLE 8, CHAPTER 4, SECTION 23, CONCERN-
ING DRIVING AGAINST CURBSTONES. Second reading, read by title only. Motion
by Alderman Churchill, second by Alderman Clarke, the ordinance be placed on
its passage, AYES: Aldermen Williams, Mazza, Selfridge, Carl, Grant, Horr,
Clarke, Danner, Churchill. NAYS: None , Motion carried, Ordinance being#
873. 9 ayes 0 nays 2 absent.
NEW BUSINESS:
BIDS - STREET SIGNS (257) . Mayor Crouch explained that there was some confusion
in the bid specs of two people who were desirous to bid, it is therefore upto
the council to direct that those bids received be sent back, and a new opening
date be set. Motion by Alderman Williams, second by Alderman Carl, the bid
for street signs be re-advertised immediately and be opened on March 3rd at
5:00 P.M. And, that the two bidders that have already bid be notified that they
have the option of re-bidding or leaving their bids unopened for that time.
Discussion. Voice vote, motion carried. The City Clerk to place the advertise-
ment in the paper and to notify the two bidders.
ORDINANCE - REPEALING ORDINANCE NO. 863 CONCERNING A BUS STOP ON T,7EST PINF STREFT
AND PARKING ON WEST PILAF STREET FOR SAID BUS STOP. First reading, read by
title only. Discussion.
ADJOURNMENT: Motion by Alderman Danner, second by Alderman Mazza, to adjourn.
Voice vote, motion carried. Council adjourned at 7:21 P.M.
