A regular meeting of the Canton City Council was held on February 3rd,
1981 in Council Chambers.
PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE INVOCATION
GIVEN BY ALDERMAN LES CARL.
Mayor Crouch asked for roll call at 6:31 P.M. Present. Aldermen
Kovachevich, Williams, Mazza, Carl , Grant, Horr, Clarke, Danner,
Motsinger, and Churchill . Absent. Alderman Selfridge.
MINUTES OF JANUARY 20TH MEETING. Motion by Alderman Danner, second by
Alderman Churchill , the minutes of the January 20th meeting be approved
and placed on file. Voice vote. Motion carried .
COMMITTEE REPORTS:

Streets & Traffic.
Council Action.
Motion by Alderman Carl , second by Alderman Grant to direct the City
Attorney to draft an ordinance repealing Ordinance #863 concerning no
parking on the north side of West Pine for a Bus Stop. Voice vote.
Motion carried.
Motion by Alderman Carl , second by Alderman Williams to advertise for bids
for 257 street signs. Bids to be accepted by 5:00 P.M. on February 17th,
1981 in the office of the City Clerk. Voice vote. Motion carried.
Alderman Carl requested a letter be written requesting a representative
of the Police Department be required to attend all meetings of the
Streets & Traffic Committee.
MAYOR'S REPORT. Mayor Crouch reported a request from the Fire Chief
to approve the following as Volunteer Fireman: Chuck Hitchcock, Harold
Rose, Fred Williams, and Randal Burnham. Motion by Alderman Danner, second
by Alderman Churchill to approve the above. Voice vote. Motion carried.
OLD BUSINESS:
ORDINANCE - REPEALING A PORTION OF TITLE 9, CHAPTER 10, SECTION 2 (A)
CONCERNING PARKING ON THE EAST SIDE OF NORTH SECOND AVENUE BETWEEN EAST
CHESTNUT AND A POINT (106) FEET SOUTH AND AMENDING TITLE 9, CHAPTER 10,
SECTION 2 (B) CONCERNING DIAGONAL PARKING. Second reading, read by
title only. Motion by Alderman Kovachevich, second by Alderman Clarke,
the ordinance be placed on its passage. Roll Call . AYES: Aldermen
Churchill , Motsinger, Danner, Clarke, Horr, Grant, Carl , Mazza, Williams,
Kovachevich. Nays: None. Motion carried. 10 ayes 0 nays 1 absent.

ORDINANCE - PROHIBITING PARKING ON THE SOUTH SIDE OF EAST GRANT PLACE,
BETWEEN SOUTH 5TH AVENUE AND SOUTH 6TH AVENUE. Second reading, read by
title only. Motion by Alderman Grant, second by Alderman Carl , the
ordinance be placed on its passage. Ayes: Alderman Kovachevich,
Williams, Mazza, Carl , Grant, Horr, Clarke, Danner, Motsinger, and
Churchill . Nays : None. 10 ayes 0 nays 1 absent. Motion carried.

Motion by Alderman Churchill , second by Alderman Williams to open
the bids. Voice vote. Motion carried. Crawford' s total bid $1 ,686.03.
Andrews total bid $1 ,731 .96. Motion by Alderman Williams, second by
Alderman Motsinger, bids be referred to Public Works & Buildings Committee
for review and recommendation. Voice vote. Motion carried.
ORDINANCE - AMENDING CERTAIN SECTIONS OF TITLE 8, CHAPTER 7 OF THE CANTON
MUNICIPAL CODE CONCERNING CEMETERIES, ADMINISTRATION. First reading,
read by title only.
ORDINANCE - REPEALING TITLE 8, CHAPTER 8, SECTION 4 OF THE CANTON MUNICIPAL
CODE CONCERNING THE USE OF CEMETERY EQUIPMENT AND AMENDING TITLE 8, CHAPTER

TOWN OF CANTON, AND AUTHORIZING AND DIRECTING THE MAYOR AND CITY CLERK
TO EXECUTE SAID AGREEMENT ON BEHALF OF THE CITY OF CANTON. First reading,
read by title only. Mayor Crouch explained the resolution is to approve
the agreement to rescind the lease to the upper floor of the GAR Hall .
Motion by Alderman Williams, second by Alderman Grant, the resolution be
placed on its passage. Roll call . Ayes: Alderman Churchill , Motsinger,
Danner, Clarke, Horr, Grant, Carl , Mazza, Williams, Kovachevich. Nays :
