PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE INVOCATION GIVEN BY ALDERMAN GENE DANNER. Mayor Crouch asked for roll call at 6:30 P.M. Present: Aldermen Kovachevich, Williams, Mazza, Carl , Grant, Horr, Clarke, Danner, Motsinger. Absent: Aldermen Selfridge, Churchill . MINUTES OF DECEMBER 16TH MEETING. Motion by Alderman Danner, second by Alderman Clarke, the minutes of December 16th meeting be accepted and placed on file. Voice vote, motion carried. EXECUTIVE SESSION - NEGOTIATING COMMITTEE UPDATE. Mayor Crouch recessed the council meeting at 6:32 P.M. and reconvened in executive session. The executive session adjourned at 7:06 P.M. and reconvened in open session at 7:07 P.M. COMMITTEE REPORTS. Legal & Ordinance. Council Action. None. Q Street & Traffic Council Action. Motion by Alderman Carl , second by Alderman Clarke the bid of G. J. Joyce for crushed stone in the amount of $6,200.00 be approved. Roll call . AYES: Aldermen Motsinger, Danner, Clarke, Horr, Grant, Carl , Mazza, Kovachevich. Nays: Alderman Williams. Motion carried. 8 ayes 1 nay 2 absent. Contract being # 3, f Motion by Alderman Carl , second by Alderman Motsinger, the City Attorney be instructed to draft an ordinance removing parking on the south side of Grant Place between 5th and 6th. Voice vote, motion carried. Motion by Alderman Carl , second by Alderman Motsinger, the City Attorney be instructed to draft an ordinance for two hour parking on both sides of second avenue between Chestnut and Elm st. Voice vote, motion carried. Motion by Alderman Carl , second by Alderman Motsinger, the City Clerk be directed to reimburse the two department heads who attended the Illinois Municipal League. Discussion. Voice vote, motion carried. PUBLIC HEARING - PROPOSED USES OF FEDERAL REVENUE SHARING BUDGET FUNDS 7 :00 P.M . Mayor Crouch stated that the notice for the hearing was published in the Daily Ledger on December 26th, 1980. Advising those people who are desirous of participating, that the City of Canton will hold a public hearing for proposed use of Federal Revenue Sharing Funds. The hearing concerns the previously obligated funds in the amount of $20,000.00 for Entitlement Period 11 . Proposed use of these revenue sharing funds is for the purchase of two police cars in the amount of $14,780.00, one fire department car in the amount of $4,500.00, and the fire and police building fund in the amount of $720.00. Council recessed at 7:07 P.M. for a publio hearing, Mayoi Crouch opened the floor to members of the public for their comments. None were present. Mayor Crouch adjourned the public hearing at 7:08 P.M. and reconvened in open session. Motion by Alderman Kovachevich, second by Alderman Grant to approve these budget items. Discussion. Roll call . AYES: Aldermen Motsinger, Danner, Clarke, Horr, Grant, Carl , Mazza, Williams, Kovachevich. NAYS: None. Motion carried. 9 ayes 0 nays 2 absent. 86 Continued January 6th, 1981 MAYOR'S REPORT. Mayor Crouch has been working on trying to get the City reimbursed for the federal disaster relief. An inspector will be here on January 7th for the final inspection. And they stated that a contract will be let for the final audit during the month of January. Upon completion of that audit, a copy of that audit and a letter will go to Tom Railsback, who will follow it through for us. Mayor Crouch believes that this money will be received before the end of this fiscal year. And we will do everything we can to see that this is accomplished. Mayor Crouch has taken the budget and analysis the revenues , and based upon the expenditures that we've had and the projected expenditures in the next four months, we will end the fiscal year at a break even point. This will be without the federal disaster relief monies that is expected. A gift of ten acres of land from R. W. Freider, which is located three miles south of Canton, was given to the City through the efforts of Stan Feinner OLD BUSINESS: ORDINANCE-AUTHORIZING THE SALE OF REAL PROPERTY TO DR. MATHEWS. Second reading, read by title only. On page 9 of the agreement a modification on section E, the third line, and the words "public use and non," be stricken. Motion by Alderman Williams, second by Alderman Clarke, the words public, use, and, non, be stricken from Section E page 9 of the 'thirdiline. Voice vote, motion carried. Motion by Alderman Carl , second by Alderman Clarke, the ordinance be placed on its passage. Discussion. Roll call . AYES: Aldermen Kovachevich, Williams , Mazza, Carl , Grant, Horr, Clarke, Danner, Motsinger, NAYS : None. Mayor Crouch voting Aye. Motion carried. Ordinance being #862. Contract being #392. 10 ayes 0 nays 2 absent. RESOLUTION - APPROVING AN AGREEMENT BETWEEN THE CITY OF CANTON AND LOCAL #1372, AMERICAN FEDERATION OF STATE, COUNTY AND MUNICIPAL EMPLOYEES. This agreement and resolution was referred out of executive session. First reading, read by title only. Motion by Alderman Williams, second by Alder- man Kovachevich, the resolution be approved. Roll call . AYES : Aldermen Kovachevich, Williams, Mazza, Carl , Grant, Horr, Clarke, Danner, Motsinger, NAYS: None. Motion carried. Resolution being # 870. Agreement being # 391 . 9 ayes 0 nays 2 absent. NEW BUSINESS: AGREEMENT - TRAFFIC SIGNAL MASTER AGREEMENT WITH THE STATE OF ILLINOIS . First reading, read by first paragraph. Motion by Alderman Carl , second by Alderman Mazza, the City Clerk and Mayor enter into this agreement. Discussion. Roll call . AYES: Aldermen Motsinger, Danner, Clarke, Horr, Grant, Carl , Mdzz4 � Williams, Kovachevich. NAYS: None. Motion carried. Agreement being # 393. 9 ayes 0 nays 2 absent. ORDINANCE - PROVIDING FOR A BUS STOP ON WEST PINE AND PROHBITING PARKING ON WEST PINE FOR SAID BUS STOP. The next three ordinances are recommended by Legal & Ordinance committee. First reading, read by title only. ORDINANCE - AMENDING TITLE 8, CHAPTER 10, SECTION 8 CONCERNING THE DEPOSIT REQUIRED FOR WATER & REPEALING TITLE 8, CHAPTER 10, SECTION 27 CONCERNING THE PROPERTY OWNERS RESPONSIBILITY FOR WATER RENTS. First reading, read by title only. 8'7 Continued January 6th, 1981 ORDINANCE - AME!NDING CERTAIN SECTIONS OF TITLE 8, CHAPER 1 CONCERNING PUBLIC WORKS ADMINSTRATION.
