HomeMy WebLinkAbout12-02-1980 Council Meeting Minutes 76 December 2nd, 1980 A regular meeting of the Canton City Council was held on December 2nd in Council Chambers. PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE INVOCATION GIVEN BY ALDERMAN MELBA CHURCHILL. Mayor Crouch asked for roll call at 6:30 P.M. Present. Aldermen Kovachevich, Williams, Mazza, Selfridge, Carl , Grant, Horr, Danner, Churchill . Absent: Aldermen Clarke, Motsinger. MINUTES OF NOVEMBER 18TH MEETING. A correction to be made on the ordinance concerning misdemeanors-should read, ordinance # 849, also, the total of Motor Fuel Tax should read, $50,000.00, these are typograph- ical errors. Motion by Alderman Danner, second by Alderman Mazza, the minutes of November 18th with the changes be accepted and placed on file. Voice vote, motion carried. COMMITTEE REPORTS: Finance & Personnel . Council Action None. Legal, & Ordinance. Council Action None. Community & Industrial Deve. Council Action None. Informational : The committee approved a deferred payment loan program with grant monies in the south east end of town. And this allows some people who do not qualify for grants, or participate in the program, and under this program money will be loaned to them for the rehabilitation work needed on their property and will not be retained until the property changes hands. Alderman Carl asked what negotiations have taken place with Dr. Mathews on purchasing the land where the old fire, police and gar building are located? The City Attorney stated that after the bid was accepted, the City Attorney was directed to put togather an agreement. He was then in- formed by Dr. Mathews attorney that he was no longer interested. But since then, he has shown interest again, and John McCarthy is in the process of putting togather an agreement, which will be on the agenda at the next council meeting. Streets & Traffic. Council Action Motion by Alderman Carl , second by Alderman HOrr instruct the City Attorney to draft an ordinance for a snowmobile route on all of 4th avenue, Myrtle St. , on the east of Fulton Place on the West. Lenghty discussion. Voice vote, several nays heard. Motion defeated. Motion by Alderman Carl , second by Alderman Williams, the bids be let for the constructuion of the Rushford Parking Lot as to what needs to be done for operation this winter and replace the City's stockpile. Bids to be returned by December 16th 5:00 P.M. Voive vote, motion carried. The Street & Traffic committee referredto the finance & personnel committee the purchase of a new truck for the street department, monies possibly coming 77 Continued December 2nd, 1980 from revenue sharing funds. The size of the truck would be a 1700 series of I .H.C. The two department heads who went to the Illinois Municpal League have yet to be reimbursed. Alderman Mazza chairman of finance & personnel , requested them to put in writing the amount of their expenses, as of yet Alderman Mazza has yet to see the receipts. The City Engineer is to notify the two department heads that have expenses outstanding and report to the City Clerk, get an expense voucher, fill it out, turn it back in to her and she will see that it goes to finance & personnel . MAYOR'S REPORT. A certificate was received from American Water Works Assoc. , that virtue of operating a water utility a century or more,the city is elected honorary membership in the Illinois Section 100 year club. Mayor Crouch recommends that the $20,000.00 that was allocated from the revenue sharing funds for the Fire and Police building, and was not used, be allocated for the purchase of automobiles for the police department. These cars could be purchased throught the state purchasing plan. Ur Motion by Alderman Williams, second by Alderman Kovachevich, this be referred Q to the public safety committee. Discussion. Motion to amend by Alderman Danner, second by Alderman Carl , that we advertise Q for bids now and send the bids to the committee. Discussion. Alderman Danner, amended the motion to read, the public safety committee and the chief of police will develop specifications to let for bid for police cars , to be purchased by the funds established by revenue sharing. Alderman Carl who second the motion concurs. Voice vote, motion carried. Motion then is the same as the amendent, voice vote, motion carried. Mayor Crouch ask the public safety committee to make review with the chief as _ soon as possible for the letting of bid for police cars. Discussion. It will be required to hold another public hearing for the re-allocation of those funds since they were allocated for the fire and police building. The first public hearing will be on December 16th and the budget hearing on January 6th 1981 . The City Clerk to see that publication takes place. Motion by Alderman Carl , second by Alderman Danner, the Mayor and the Director of Public Works be directed to negotiate a contract with Woods Electric for Traffic Signal Maintenance, which would be until the end of this fiscal year. Discussion. Gordon Braun reported that the Illinois Municipal League got a bill passed, in which the Stateof Illinois Department of Transportation will pay in somes cases, such as main and locust for an example, 100% of the maintenance of traffic signals. At other locations where there isn 't two intersecting state highways it will pay 50%. And in order to get this reim- bursement we have to have an agreed unit price contract with a service agency. Roll call . AYES: Aldermen Williams, Mazza, Selfridge, Carl , Danner, Churchill . NAYS: Aldermen Kov- acevich, Grant, Horr. Motion carried. 6 ayes 3 nays 2 absent. Ordinance being # 855. ORDINANCE - PROVIDING FOR AN ANNUAL SALARY FOR THE CITY CLERK. Second reading, read by title only. Motion by Alderman Churchill , second by Alder- man Kovachevich, the ordinance be placed on its passage. Roll call . NAYS: Alderman Williams. Motion carried. 8 ayes 1 nay 2 absent. Ordinance being # 857. ORDINANCE - PROVIDING FOR AN ANNUAL SALARY FOR THE ALDERMEN. Second reading, read by title only. Motion by Alderman Mazza, second by Alderman Danner, the ordinance be placed on its passage. Discussion. Motion by Alderman Carl to amend, that in paragraph one to read begin- ning May 1 1983. Ordinance being # 858. ORDINANCE - PROHIBITING PARKING ON THE NORTH SIDE OF LONGWOOD DRIVE BETWEEN NORTH MAIN STREET AND A POINT 110 FEET WEST. Second reading, read by title only. Motion by Alderman Grant, second by Alderman Mazza, the ordinance be placed on its passage. Discussion. Roll call . NEW BUSINESS: RESOLUTION - PAYMENT OF STREET PAVING BONDS - MOTOR FUEL TAX. First reading, read by title only. Motion by Alderman Danner, second by Alderman Mazza , the resolution be adopted. Roll call . AYES: Aldermen Churchill , Danner, Horr, Grant, Carl , Selfridge, Mazza, Williams, Kovachevich. NAYS : None. Motion carried. 9 ayes 0 nays 2 absent. Resolution being # 868. RESOLUTION - ESTABLISHING THE COST-OF-LIVING. First reading, read by title only. Motion by Alderman Kovachevich, second by Alderman Horr the resolution be adopted. Roll call . AYES: Aldermen Kovachevich, Williams, Mazza, Selfridge, Carl , Grant, Horr, Danner, Churchill . NAYS : None. Motion carried. 9 ayes 0 nays 2 absent. Resolution being # 869. ORDINANCE - AMENDING CERTAIN SECTIONS OF TITLE 7, CHAPTER 2 CONCERNING HEALTH REGULATIONS AND REPEALING CERTAIN SECTIONS OF TITLE 7 CHAPTER 2 CONCERNING HEALTH REGULATIONS. First reading, read by title only. ORDINANCE - AMENDING TITLE 6, CHAPTER 5, SECTION 2 CONCERNING THE LICENSE REQUIRMENTS FOR DOGS AND CATS. First reading, read by title only. PRE-ANNEXATION AGREEMENT - HOFFMAN AND WICEVICH. First reading, read by title only. This agreement has the recommendation of the public works committee. Motion by Alderman Selfridge, second by Alderman Williams the agreement be approved. Discussion. Roll call .
