A regular meeting of the Canton City Council was held on November
18th in Council Chambers.
PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION
GIVEN BY ALDERMAN LES CARL.
Mayor Crouch asked for roll call at 6:30 P.M. Present: Aldermen
Kovachevich, Williams, Mazza. Carl , Grant, Horr, Clarke, Danner,
Motsinger, Churchill . Absent: Alderman Selfridge.

MINUTES OF NOVEMBER 5TH MEETING. Motion by Alderman Danner, second
by Alderman Motsinger the minutes of November 5th meeting be accepted
and placed on file. Voice vote, motion carried.
BILLS FOR OCTOBER. Motion by Alderman Mazza, second by Alderman Grant
the bills for October be paid when funds become available. Discussion.
Alderman Motsinger asked i:f the bill for Gilpin's Septic Service under
Lake Development in the amount of $70.00 is an employee of the City?
Mayor Crouch reported that he was an employee of the City. During the
discussion it was reported that his father owned the business. The City
has tried to find others to do this service, but no one was available.
Roll call . AYES: Aldermen Churchill , Motsinger, Danner, Clarke, Horr,
Grant, Carl , Mazza, Williams, Kovachevich. NAYS: None. Motion carried.

Mayor Crouch asked the City Clerk to send a memo to the chairman of Public
Works & Buildings and ask the committee to deal with the bid for the
janitorial services for the police, fire and comfort station. This bid
was referred to committee on September 16th.
Motion by Alderman Carl , second by Alderman Horr for the approval of pur-
chase for street signs, to 'be paid from revenue sharing funds which has been
allocated. Discussion. Mayor Crouch asked that the committee investigate
the need for signs with arrows that say one-way. Roll call . AYES: Alder-
men Kovachevich, Wi:lli'ams, Mazza, Carl , Grant, Horr, Clarke, Danner, Mot-
; singer, Church.i:ll . NAYS: None. Motion carried. 10 ayes 0 nays 1 absent.
MAYOR'S REPORT. The city of canton and the park district have discussed
the area in front of the Canton State Bank, they want to make it i,nto a
ice skating rink. The park district will provide some of the labor and
some of the materials. The retail trades was asked to provide the super-
vision, and they were supportive of this endeavor. Mayor Crouch said that
it would do two things: 1 . It will encourage the utilization of the down-
town area. 2. It will provide a recreational area for the young people,
which will have supervision. The park district and the city will share in
the liability.
Motion by Alderman Williams , second by Alderman Motsinger, that the city
proceed in providing the support necessary to accomplish same. Voice vote,
motion carried. Discussion. 10 ayes 0 nays 1 absent.

NEW BUSINESS:
BIDS - DEMOLITION OF THE FIRE AND POLICE STRUCTURE AND GAR HALL. Motion by
Alderman Carl , second by Alderman Grant, the bids be opened. Voice vote,
motion carried. One bid was received. Poke Kinsel in the amount of $23,500.00,
bid secured with cash totally $2,350.00. Discussion. Motion by Alderman
Clarke, second by Alderman Motsinger, the bid be denied. Discussion. Voice
vote, motion carried. No nays heard. Discussion.
Motion by Alderman Churchill , second by Alderman Grant, the City Clerk to re-
adverti.se for the demolition of the fire and police structure and the gar hall ,
and placing the advertisement in the Daily Ledger and the Journal Star. Bids
to be returned at the council meeting to be held on December 16th at 5:00 PM.
Discussion. Voice vote, motion carried.
AGREEMENT-SUPPLEMENTAL-MANHOLE ADJUSTMENTS FOR MAIN AND LOCUST. First reading,
read by title only. Motion by Alderman Danner, second by Alderman Mazza, the

Mayor be authorized to enter into this agreement with the Department of
Transportation. Discussion. Alderman Horr asked what the cost would be?
The City Engineer Gordon Braun stated there would be no cost, it was allowed
for in the original cost of $62,000.00 Roll call . AYES: Aldermen
Kovachevich, Williams, Mazza, Carl , Grant, Horr, Clarke, Danner , Motsinger,
Churchill . NAYS: None. Motion carried. 10 ayes 0 nays 1 absent.
Agreement being # 385.
DEPARTMENT OF INSURANCE - LETTER - POLICE PENSION FUND EXAMINATION.
City Treasurer Pat Wright stated that there were several items that
needed some attention, and they have been corrected. The report of
examination is on file in the office of the city treasurer if any one
requests to see it.
The audit for the city, which was done by Clifton & Gunderson will be
presented to council members on Monday November 24th. Mayor Crouch stated
that council members would be notified of the meeting.
John McCarthy the City Attorney had to leave council chambers at 7:15 P .M.
ORDINANCE - PROVIDING FOR AN ANNUAL SALARY FOR THE MAYOR. First reading,
read by title only. Motion by Alderman Clarke, second by Alderman Danner,
the ordinance be amended to read, under paragraph 1 . $6,400.00, paragraph
2. $6,700.00, paragraph 3. $7,000.00, paragraph 4. $7,300.00. Discussion.
Roll call . AYES: Aldermen Motsinger, Danner, Clarke, Carl , Mazza. NAYS:
Aldermen Churchill , Horr, Grant, Williams , Kovachevich. 5 ayes 5 nays.
Mayor Crouch voted Aye. 6 ayes 5 nays. Motion carried.
ORDINANCE - PROVIDING FOR AN ANNUAL SALARY FOR THE CITY CLERK. First reading,
read by title only. Motion by Alderman Carl , second by Alderman Kovachevich,
the ordinance be amended to read in paragraph 1 . $14,000.00, paragraph 2.
$14,500.00, paragraph 3. $15,000.00, paragrpah 4. $15,500.00. Discussion.
Voice vote, motion carried.
ORDINANCE - PRIVIDING FOR AN ANNUAL SALARY FOR THE CITY TREASURER. First va
reading, read by title only. Motion by Alderman Danner, second by Alderman
Churchill , the ordinance be amended to read in paragraph 1 . $8,000.00,
paragraph 2. $9,000.00, paragraph 3. $9,500.00, paragraph 4. $10,000.00.
Discussion. Alderman Carl suggested that this ordinance go back to finance
and personnel , to see if the position needs to be full time, and report back
to council . The City Treasurer gave a statement about the position, she
stated that the raise consideration should be given to the office not her
personally. She would like to see the treasurer's office be put into its
prospective as an important position, which it is.
Roll call . AYES: Aldermen Kovachevich, Mazza, Carl , Grant, Horr, Clarke,
Danner, Motsinger, Churchill . NAYS: Alderman Willliams. 9 ayes 1 nay
1 absent. Motion carried.
ORDINANCE - PROVIDING FOR AN ANNUAL SALARY FOR THE ALDERMAN. First reading,
read by title only. Discussion. Motion by Alderman Williams , the legal
& ordinance committee and the city attorney draw up an ordinance out-
lining the duties of city treasurer as a full-time position and be paid the
same rate as the city clerk. Motion died for lack of second. Discussion.
It was commented on that maybe the city clerk and city treasurer not be
elected officials. Alderman Horr stated that he would not support that
theory, they should be elected.
Motion by Alderman Williams, second by Alderman Danner, this ordinance
be amended under section 1 . to read, beginning May 1 the aldermen in the
City. of Canton Illinois shall ,ireceive an annual salary of $1 ,200.00.

Mazza, Williams. NAYS: Aldermen Churchill , Horr, Grant, Kovachevich. 6 ayes

BETWEEN NORTH MAIN STREET AND A POINT ONE HUNDRED TEN FEET WEST. First

RESOLUTION - ABATING THE IMPOSITION OF CERTAIN TAXES - ENACTED ORDINANCE
#426. First reading, read by title only. Motion by Alderman Danner,
second by Alderman Williams, the resolution be adopted. Roll call .

Danner, Motsinger, Churchill . NAYS: None. Motion carried. 10 ayes 0
nays 1 absent. Resolution being # 864.
